Job Overview: The primary objective of the Responsable de Base is to represent Solidarités International by delegation from the Head of Mission in a specific base or geographical area. This role involves overseeing the daily operations of the base, ensuring effective communication among various services, and acting as the security focal point for the base. The Responsable de Base typically combines responsibilities of base management with those of an administrator, logistician, or logistician-administrator. In the initial 2-3 months, the focus will be on closely monitoring base costs, enhancing security analysis in collaboration with the program team and security manager, optimizing operational costs, updating budget tracking tools, and managing personnel administration. The security context in Kaga Bandoro is tense and unstable, with the presence of armed groups posing threats in the intervention areas, although the city itself is relatively calm with accessible routes.
Duties and Responsibilities: The duties and responsibilities of the Responsable de Base include:
Representing Solidarités International in the designated area, ensuring adherence to organizational policies and procedures.
Facilitating communication and collaboration among different departments within the base.
Overseeing the security measures and ensuring compliance with safety protocols.
Monitoring and managing the operational costs of the base, including budget tracking and financial reporting.
Coordinating with the program team to ensure effective implementation of projects and activities.
Managing human resources, including staff administration, payroll, and compliance with labor regulations.
Conducting regular assessments of the operational environment and adapting strategies accordingly.
Ensuring the proper management of logistics, including supply chain, inventory, and vehicle fleet management.
Providing training and capacity building for staff to enhance their skills and competencies. 1
Engaging with local communities and stakeholders to foster positive relationships and support project objectives.
Required Qualifications: The required qualifications for the position include:
A minimum of a Bac+4/5 degree in humanitarian logistics or an equivalent qualification.
Proven experience in the humanitarian sector, with at least 3-4 years of relevant experience.
Experience in a similar role is preferred, with 0-2 years of direct experience in base management.
Proficiency in financial management, including treasury, accounting, and budget tracking.
Excellent interpersonal and communication skills, with the ability to work effectively in a team environment.
Strong organizational skills and attention to detail, with the ability to manage multiple tasks simultaneously.
Educational Background: Candidates must possess a Bac+4/5 degree in humanitarian logistics or a related field. Equivalent qualifications may also be considered, provided they demonstrate relevant knowledge and skills applicable to the role.
Experience: Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar position. This experience should include a strong understanding of humanitarian operations, logistics, and administrative management.
Languages: Fluency in French, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

The salary is competitive, starting from EUR 2300 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 76
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with additional rest days accrued monthly. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, as well as vaccination and malaria treatment costs. Living conditions include access to guest house accommodations, internet, phone networks, and social activities.
