Job Overview: The primary objective of the Responsable de Base is to represent Solidarités International on a specific base or geographical area, delegated by the Head of Mission. This role involves overseeing the daily operations of the base, ensuring effective communication among various services, and acting as the security focal point to ensure compliance with SI's rules and procedures. The position typically combines responsibilities of base management with those of an administrator or logistician. In the initial months, the focus will be on closely monitoring base costs, enhancing security analysis, optimizing operational costs, updating budget tracking tools, and managing personnel administration.
Duties and Responsibilities: The duties and responsibilities of the Responsable de Base include:
Representing SI on the base and ensuring effective communication between different departments.
Overseeing the administrative management of personnel, including treasury, accounting, and budget tracking.
Managing supply chain operations, including procurement and stock management.
Ensuring the security of the base by implementing and monitoring safety protocols.
Collaborating with the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team to monitor and analyze security conditions in the area.
Updating and maintaining budget tracking tools and ensuring financial transparency.
Facilitating community interest projects that support agricultural, pastoral, and commercial activities.
Providing training and resources to farmers and livestock breeders to enhance food security.
Preparing for emergency responses by maintaining a rapid response mechanism and emergency stock.
Required Qualifications: The required qualifications for the position include:
A strong background in humanitarian logistics or a related field.
Proven experience in administrative and financial management within a humanitarian context.
Strong leadership and team management abilities, with a focus on capacity building and training.
Excellent organizational skills and attention to detail, with the ability to work autonomously and flexibly.
Respect for local customs and adherence to security protocols.
Educational Background: Candidates should possess a Bac+4/5 degree in humanitarian logistics or an equivalent qualification. This educational background is essential for understanding the complexities of humanitarian operations and logistics management.
Experience: Candidates should have 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. This experience is crucial for effectively managing the responsibilities associated with the role and understanding the challenges faced in humanitarian contexts.
Languages: Fluency in French, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

The role is based in Bouar, Central African Republic. The salary is competitive, starting at EUR 2300 gross per month, plus a monthly per diem of USD 76
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work-leave rotation system is implemented, allowing for 7 working days off every three months, with additional rest days accrued for each month worked. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, as well as vaccinations and malaria treatment. Living conditions include access to guest house accommodations, internet, and social facilities.
