Job Overview: The Planning, Monitoring and Evaluation Analyst plays a crucial role in facilitating and contributing to the effective planning, monitoring, reporting, communication, and evaluation of UNFPA's programs and projects. This position requires a strong focus on results-based management, ensuring that the organization's strategic objectives are met through rigorous monitoring and evaluation processes. The analyst will work closely with the Country Office M&E Specialist and will be responsible for defining results, developing theories of change, and creating monitoring and evaluation frameworks. The role also involves promoting the use of evaluation findings for evidence-based planning and programming, ensuring that the organization adapts its strategies based on the results obtained. The analyst will contribute to knowledge management and maintain a culture of results within the organization, supporting the overall mission of UNFPA to improve reproductive health and rights globally.
Duties and Responsibilities: The duties and responsibilities of the Planning, Monitoring and Evaluation Analyst include:
Results Planning: Facilitate the definition of results and provide technical inputs for developing theories of change for programs and projects. Coordinate the development of quality M&E frameworks, including costed monitoring and evaluation plans. Contribute to the formulation of the United Nations Sustainable Development Cooperation Framework and develop annual and multi-year results plans.
Monitoring: Provide substantive inputs for monitoring and tracking results against defined targets. Conduct annual reviews and midterm evaluations of projects and programs. Support field monitoring and coordinate with program teams to promote the use of monitoring recommendations.
Results Reporting: Facilitate the reporting of results to internal and external audiences, ensuring the collection and analysis of quality data. Develop analytical reports to inform decision-making and support communication of results.
Evaluation: Provide technical support for implementing the UNFPA Evaluation Policy, manage decentralized evaluation processes, and ensure quality evaluation products.
Knowledge Management: Contribute to knowledge management efforts, promote results-based management principles, and support capacity development for implementing partners.
Additional Duties: Perform other related duties as required by UNFPA leadership, including participation in interagency coordination work on M&E.
Required Qualifications: The required qualifications for the Planning, Monitoring and Evaluation Analyst position include:
Education: A Master's degree in statistics, economics, health, population demography, or any related social science discipline.
Knowledge and Experience: At least 2 years of relevant national/international experience in monitoring and reporting, with a strong background in results-based management and evaluation. Experience in the United Nations or other multilateral organizations is highly desirable.
Skills: Strong analytical and report writing skills, good planning and organizational abilities, and the capacity to synthesize program performance data. Ability to provide policy advice and interact effectively with donors and stakeholders.
Educational Background: Candidates must possess a Master's degree in a relevant field such as statistics, economics, health, population demography, or other related social sciences. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for contributing effectively to the development of theories of change and results frameworks.
Experience: The position requires a minimum of 2 years of relevant experience in monitoring and evaluation, particularly in the context of international development or humanitarian work. Candidates with experience in results-based management, evaluation, and evidence-based programming will be preferred. Familiarity with UNFPA's transformative areas and previous work experience in the United Nations or similar organizations will be considered an asset.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is desirable and will enhance the candidate's ability to communicate effectively in a diverse work environment.
Additional Notes: This is a full-time position with a fixed-term appointment for one year, subject to renewal based on the availability of funds and satisfactory performance. The position is non-rotational and is specifically open to Nigerian nationals.
