Job Overview: The Head of Support Services (HoSS) is a pivotal leadership role within the Guatemala Country Office, reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director. This position is responsible for providing integrated support services across various operational functions, including finance, human resources, procurement, health, safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and environmental management (HSSE), information and communication technology (ICT), and administration. The HoSS will play a crucial role in shaping strategic decisions, fostering a culture of integrity, and inspiring a high-performance team. The role requires a proactive approach to project planning and coordination, ensuring compliance with UNOPS regulations and ethical standards while driving operational efficiency. The HoSS will also oversee financial management, human resource compliance, and knowledge management initiatives, ensuring that best practices are integrated into the Country Office's operations. Duties and Responsibilities:
Operational Leadership: Lead and oversee critical operations, ensuring compliance with corporate policies and UN standards.
Project Planning and Coordination: Provide high-level support on project planning, budget preparation, financial monitoring, and risk management.
Procurement Oversight: Supervise procurement processes, ensuring adherence to UNOPS regulations and ethical standards.
Financial Management: Lead financial planning, budgeting, and compliance management, overseeing expenditure control and financial reporting.
Administration and IT: Ensure secure and reliable ICT operations and efficient service delivery.
Knowledge Management: Drive innovation and knowledge sharing, promoting continuous improvement and operational excellence.
Required Qualifications: A Master’s Degree in Finance, Business Administration, Economics, Human Resources Management, Procurement, Asset Management/Logistics, or a related field is required. Alternatively, a Bachelor's Degree in the same fields combined with two additional years of relevant work experience may be accepted in lieu of the Master's degree.
Educational Background: Candidates must possess a Master's Degree in relevant fields such as Finance, Business Administration, Economics, Human Resources Management, Procurement, or Asset Management/Logistics. A Bachelor's Degree in these areas, along with two years of relevant experience, may also qualify a candidate.
Experience: Candidates should have a minimum of seven years of progressively responsible experience in at least two of the following areas: Procurement, Finance, Logistics/Asset Management, and Human Resources. Additionally, a minimum of three years of leadership experience is required, demonstrating a proven track record in managing staff and operational systems. Experience within UN system organizations, particularly in developing countries, is desirable, as is familiarity with UN regulations and policies regarding contracting, procurement, and human resources.
Languages: Fluency in both English and Spanish is required for this position. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration within the diverse UNOPS workforce.
Additional Notes: The contract type for this position is Staff, International Professional (Fixed Term Appointment-FTA), at the P4/ICS 11 level. The initial contract duration is one year, with the possibility of renewal based on satisfactory performance and funding availability.
