Job Overview:
The Conflict and Peace Specialist position is part of an Internal Surge Team (IST) aimed at providing short-term support to country-based emergency responses in L2/L3 countries. The role involves conducting conflict analyses, facilitating conflict-sensitive programming, and supporting capacity development among staff and local authorities. The specialist will be expected to engage in strategic decision-making processes, develop country programming frameworks, and ensure that FAO interventions are conflict-sensitive. The position requires a proactive approach to integrating conflict-sensitive monitoring and evaluation indicators and supporting ongoing context monitoring processes to inform adaptive project management in dynamic contexts. The role is crucial in scaling up operations and ensuring that conflict-sensitive practices are embedded in all aspects of programming and project management.
Duties and Responsibilities:
- Conduct or facilitate national, area, or project-specific context/conflict analyses to support strategic decision-making in conflict-affected contexts.
- Develop and identify humanitarian-development-peace (HDP) entry points for program development.
- Facilitate conflict sensitivity 'Programme Clinics' with FAO staff and partners to ensure interventions are conflict-sensitive.
- Support capacity development on conflict sensitivity and peace-responsiveness among staff, partners, and local authorities.
- Integrate relevant conflict-sensitive monitoring and evaluation indicators in coordination with MEAL colleagues.
- Set up and support ongoing context monitoring processes to inform adaptive project/programme management.
- Provide a conflict lens on analytical and normative products and key programme-related processes.
- Support monitoring and documentation of country-level conflict-sensitive, HDP, and peace-contributing promising practices.
Required Qualifications:
- Proven experience in humanitarian and/or resilience programming in insecure contexts.
- Specific experience in stakeholder engagement, access negotiations, context/conflict analysis, and conflict-sensitive programming.
- Experience in designing and delivering capacity-building programs and activities related to conflict sensitivity and peace responsiveness.
- Strong communication and interpersonal skills to build effective relationships with diverse stakeholders.
Educational Background:
A relevant degree in social sciences, international relations, conflict studies, or a related field is required. Advanced degrees are preferred and may be considered an asset for the position.
Experience:
Candidates must have substantial experience in humanitarian contexts, particularly in field positions. Experience working in multiple locations or areas of work is desirable, with a focus on conflict-sensitive programming and resilience-building in challenging environments.
Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly those relevant to the regions of deployment, is considered an asset and may enhance a candidate's application.
Additional Notes:
The position is part of a surge support mechanism, meaning selected candidates may be called for deployment at any time and will be released from their regular functions for a period not exceeding three months. Surge support must be provided in person, and candidates will need to have valid documentation ready for upcoming missions, including a valid passport and SSAFE training. The role is intended for affiliate workforce already in service of the organization, and applications must be submitted with a signed pre-release agreement form.
