Job Overview:
The Compliance Advisor for Surge Support will be part of an Internal Surge Team (IST) that is responsible for providing short-term emergency response support to L2/L3 countries. This role is crucial for ensuring that country offices can effectively manage compliance processes and strengthen internal controls during emergencies. The selected candidates will be deployed to various country offices to assist in formulating and analyzing internal documents, identifying tools for risk management, and ensuring compliance with operational rules and regulations. The position requires a proactive approach to support the establishment of processes that align with the fiduciary requirements of resource partners and to contribute to capacity building efforts in the field.

Duties and Responsibilities:
  • Support in formulating and analyzing internal documents such as the Risk Log, Internal Control Questionnaire, and Fraud Prevention Plans to review internal controls related to operations and humanitarian compliance.
  • Identify tools and processes to integrate risk management, compliance, and quality assurance actions into operations and program activities.
  • Recommend strategies to strengthen controls and mitigate potential risks for compliance with FAO operational rules and internal policies.
  • Establish processes for compliance with resource partners' fiduciary requirements, including anti-terrorism clauses and due diligence reviews.
  • Conduct due diligence reviews of Implementing Partners and build local capacity for compliance.
  • Contribute to capacity building initiatives to mitigate risks and ensure compliance.
  • Promote online guidance and good practices to support compliance in emergency and resilience programming.
  • Perform other related duties as required.

Required Qualifications:
  • Experience in administration, finance, evaluation, audit, and/or program/project operations with field experience.
  • Practical knowledge of operational, financial, and administrative procedures of the UN.
  • Strong analytical skills and the ability to formulate and analyze internal documents.
  • Proven ability to work in a team and communicate effectively with diverse stakeholders.
  • Experience in humanitarian contexts is required, with a focus on compliance and risk management.

Educational Background:
A degree in a relevant field such as business administration, finance, international relations, or a related discipline is required. Advanced degrees or certifications in compliance, risk management, or related fields are highly desirable.

Experience:
Candidates should have a minimum of several years of relevant experience in administration, finance, evaluation, audit, or program/project operations, particularly in humanitarian contexts. Experience working in multiple locations or areas of work, especially in field positions, is desirable. Practical knowledge of UN operational, financial, and administrative procedures is essential.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly those relevant to the regions of deployment, is considered an asset and may enhance a candidate's application.

Additional Notes:
This position is part of a surge support initiative, and selected candidates may be called for deployment at any time, with the duration of deployment not exceeding three months. Candidates must have valid documentation ready for upcoming missions, including a valid passport and SSAFE training. The role requires in-person support, and candidates will report to the assigned supervisor during their deployment.
