Job Overview:
The Biodiversity Finance Analyst will play a crucial role in the implementation of the GEF8 Umbrella programme aimed at developing the first National Biodiversity Finance Plan in Angola. This position involves leading the production of key documents such as the Biodiversity Expenditure Review (BER) and the Financial Needs Assessment (FNA). The analyst will work closely with a technical team and coordinate with government officials to ensure the successful execution of the project. The role requires a deep understanding of biodiversity finance and the ability to analyze national and subnational budgeting data related to biodiversity expenditures. The analyst will also contribute to the development of feasibility studies for financing mechanisms and provide input to policy reviews, ensuring that the project aligns with national biodiversity strategies and action plans.

Duties and Responsibilities:
The Biodiversity Finance Analyst will be responsible for leading the production of the Biodiversity Expenditure Review (BER) and the Financial Needs Assessment (FNA). Key duties include conducting a desk review to map existing studies on biodiversity expenditures, developing a national definition for biodiversity expenditures, and creating a workplan for the BER. The analyst will collect data from various organizations and establish a system to categorize biodiversity expenses. Additionally, the analyst will support the Policy Expert in developing an inventory of existing biodiversity financing mechanisms and reviewing economic valuation studies. For the FNA, the analyst will consult with government entities, review the National Biodiversity Strategy and Action Plan (NBSAP), and organize workshops to validate financial needs. The analyst will also assist in preparing the Biodiversity Finance Plan (BFP) and engage in project outreach and communication activities, including workshops and presentations. Knowledge management and reporting are also essential components of the role, requiring documentation of decisions and lessons learned throughout the project.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in finance, economics, business management, or a closely related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of qualifying experience will be considered. Proven experience in collaborating with international and national experts and institutions is essential, along with proficiency in key software packages such as MS Office. The ability to work effectively within a multidisciplinary and multicultural team is also required. Desired qualifications include exposure to environmental issues or biodiversity, experience with expenditure reviews, familiarity with government processes, and strong writing and communication skills for drafting reports and presentations.

Educational Background:
The position requires an advanced university degree (master's degree or equivalent) in finance, economics, business management, or a closely related field. Candidates with a bachelor's degree (first-level university degree) will be considered if they have an additional two years of relevant professional experience.
