Job Overview:
The Programme Controller will play a vital role in the Navigation Programme Management Support Office within the Directorate of Navigation. This position involves reporting directly to the Head of the Galileo and EGNOS Project Management Support Office. The Programme Controller is tasked with consolidating, maintaining, and reporting on the activities plan of the Galileo and EGNOS Evolution Division. This includes optimizing resources and supporting decision-making processes related to programmatic, resource deployment, and business management. The role requires a comprehensive understanding of project management principles and the ability to interface with various stakeholders, including industry partners, to ensure the successful execution of projects.
Duties and Responsibilities:
The Programme Controller will be responsible for a wide range of tasks, including: preparing, developing, and maintaining overall programmatic aspects in support of the programme manager; interfacing with industry on all programmatic matters; assisting in the preparation of tender documents regarding cost, management, and schedule/planning/risk requirements; participating in the evaluation of proposals and supporting contract negotiations; monitoring activity schedules and progress; supporting the organization of project reviews; contributing to management reports covering various aspects such as schedule, risks, financial status, and resource deployment; managing risks by identifying, analyzing, and proposing mitigation actions; maintaining the programme schedule; creating and maintaining cost-at-completion reports; supporting audit evidence collection; controlling costs of industrial activities; assisting in defining planning and control procedures; supporting configuration management; and coordinating programme closures as needed.
Required Qualifications:
Candidates must possess a strong background in project management, particularly in scheduling and risk management. Technical knowledge or experience in project cost control is essential. Strong business analysis and reporting skills are required, along with an understanding of ESA and EU procurement regulations. Familiarity with financial regulatory frameworks, financial accounting, auditing techniques, and space system architectures will be considered advantageous.
Educational Background:
A master's degree in engineering is a mandatory requirement for this position. This educational background ensures that candidates have the necessary technical knowledge and analytical skills to perform effectively in the role.
Experience:
The ideal candidate should have relevant professional experience in project management, particularly in areas related to scheduling, risk management, and cost control. Previous industrial experience is considered a key asset, and coordination experience will also be beneficial. Candidates with less than four years of relevant experience may be considered for a lower grade level (A1).
Languages:
Proficiency in English or French is required, as these are the working languages of the Agency. Knowledge of another language from an ESA Member State is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
