Job Posting Organization: The International Criminal Court (ICC) is a permanent international court established by the Rome Statute in 1998, located in The Hague, Netherlands. The ICC investigates and prosecutes individuals accused of serious crimes such as genocide, war crimes, and crimes against humanity. The Trust Fund for Victims (TFV), governed by a Board of Directors appointed by the Assembly of States Parties, mobilizes resources and implements reparations and programs for victims of crimes under the ICC's jurisdiction. The TFV currently operates in seven situations and implements programs responding to four reparation orders issued by ICC judges.
Job Overview: The Resource Mobilisation Officer will play a crucial role in implementing strategies to mobilize resources for the Trust Fund for Victims (TFV). This position requires a proactive approach to identify and engage with potential donors and partners, ensuring that the TFV's programs for victims are adequately funded. The officer will be responsible for developing and maintaining relationships with a diverse range of stakeholders, including states parties, NGOs, and private sector actors. The role also involves conducting research on funding sources, developing donor proposals, and ensuring compliance with donor agreements. The officer will work closely with internal stakeholders to ensure cohesive messaging and effective communication strategies that align with the TFV's goals.
Duties and Responsibilities: The incumbent will be responsible for monitoring relevant sectors to identify engagement opportunities with partners and potential donors. They will foster relationships with stakeholders, develop strategic partnerships, and manage grant development efforts. The officer will ensure compliance with donor reporting obligations and provide transparent reporting to governance bodies. They will also oversee the establishment of the resource mobilization team and coordinate with ICC organs to create synergies in resource mobilization efforts. Additionally, the officer will participate in the Senior Management Team of the TFV Secretariat and may deputize for the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director when necessary.
Required Qualifications: Candidates must possess an advanced university degree in development-related disciplines, political science, international relations, law, or social sciences. A first-level university degree with two additional years of qualifying experience is acceptable. The position requires at least seven years of progressively responsible work experience in victims-related activities, international development, resource mobilization, and partnership creation, preferably within the UN system or an international organization. Knowledge of TFV potential partners and donors, as well as proven technical skills in developing project proposals and donor reporting, are essential.
Educational Background: An advanced university degree in relevant fields such as development, political science, international relations, law, or social sciences is required. A first-level university degree combined with additional qualifying experience may be accepted in lieu of the advanced degree.
Experience: Candidates should have a minimum of seven years of progressively responsible experience in areas related to victims, international development, and resource mobilization. Experience within the UN system or an international organization is preferred, along with knowledge of TFV programs and potential partners.
Languages: Fluency in either English or French is essential, with working knowledge of the other language highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
Additional Notes: This position is a Short-Term Appointment with a contract duration until 31/12/2024. The ICC reserves the right to appoint at a lower grade or modify the job description as necessary.
