Job Overview: The position of Responsable de Unidad Operaciones África involves overseeing and coordinating the operations of Médicos del Mundo in various African countries during humanitarian crises and development phases. The role requires collaboration with international program managers to ensure the effective implementation of projects, monitoring operational, technical, and financial aspects, and aligning these with the strategic lines of the department. The individual will be responsible for the overall budget management of their unit, ensuring the annual budget compilation, and supporting human resources management in the assigned geographical areas. The position also entails establishing operational plans, ensuring compliance with safety regulations, and representing MDM in various humanitarian forums.
Duties and Responsibilities: 1. Coordinate with international program managers to oversee central office teams and support operational teams in various countries. 2. Monitor and evaluate the implementation of projects and programs, ensuring alignment with strategic objectives and compliance with internal policies. 3. Contribute to project design and ensure effective monitoring and evaluation across geographical areas. 4. Manage the budget for the unit, ensuring accurate annual budget compilation and contributions to the department's budget. 5. Oversee human resources management within the unit and support HR management in geographical areas. 6. Ensure the existence and implementation of annual operational plans in each country, monitoring objectives and indicators. 7. Establish mechanisms for program improvement and provide guidance for effective implementation. 8. Supervise the design and compliance of internal safety regulations. 9. Ensure countries have updated emergency preparedness and response plans. 10. Identify and consolidate strategic alliances, representing MDM in various forums. 11. Monitor humanitarian situations and propose new interventions. 12. Coordinate volunteer participation and propose political advocacy actions related to projects. 13. Lead the formulation of internal reports for donors and maintain contact with stakeholders involved in programs.
Required Qualifications: 1. University degree in medicine, nursing (preferred), or social sciences relevant to the position. 2. Additional training in Development Cooperation, Humanitarian Aid, logical framework, project cycle management, and team management in humanitarian contexts. 3. Training/experience in budget monitoring and technical justification of projects. 4. Additional training in Public Health, Gender, and/or Human Rights. 5. Proficiency in relevant ICT tools for the position.
Educational Background: Candidates must possess a university degree in a relevant field such as medicine, nursing, or social sciences. Additional training in areas such as Development Cooperation and Humanitarian Aid is highly desirable. Training in Public Health, Gender, and Human Rights is also beneficial.
Experience: The ideal candidate should have at least 3 years of experience in similar roles and a minimum of 5 years in humanitarian action or development cooperation, with progressive responsibility in managing programs, teams, budgets, and relationships with international funders. Experience in managing multicultural and multidisciplinary teams is essential.
Languages: Mandatory languages include Spanish, French, and English at a B2 level. Proficiency in these languages is crucial for effective communication and coordination in the role.
Additional Notes: The position is categorized as C2, with a salary of 47,122.90 euros per annum. It is a replacement contract for 8 months, requiring a full-time commitment of 40 hours per week.
