Duties and Responsibilities:
Provide technical leadership in improving resource mobilization, including enhancing tax collection systems and increasing local revenue generation.
Offer policy advice on municipal financial management reforms, responding to evolving reform needs and political opportunities.
Maintain strong relationships with relevant regional organizations, private sector companies, and local government units (LGUs).
Develop and implement sustainable municipal financial management reforms that can be scaled across various sectors.
Ensure that municipal financial management reforms incorporate gender and social inclusion considerations.
Provide leadership, direction, and operational support in building the capacity of staff in relevant partner organizations.
Lead program delivery in areas such as improved accounting and financial capacity in municipalities.
Manage day-to-day liaison activities with Palestinian counterparts and implementing partners.
Provide technical assistance related to improved municipal revenues and financial management. 1
Develop and direct mentoring and training activities for municipal staff. 1
Prepare materials for training and management skills development. 1
Provide on-the-job practical training and technical support to partner LGUs. 1
Review and provide technical input to LGUs for implementing regulations related to income management. 1
Develop systems and procedures for receiving and managing income for LGUs. 1
Support increasing technical capacity for municipal financial management functional positions. 1

Required Qualifications:
Bachelor’s degree in international development, public administration, engineering, urban planning, or a related field; advanced degree preferred.
Demonstrated ability to implement public financial management (PFM) reforms within municipal contexts.
Experience aligning PFM systems with donor strategies, particularly in managing resources toward sustainability.
Proven experience in providing training and capacity building on PFM.
Recent experience working with senior public officials, private sector leaders, and stakeholders in relevant development sectors.
Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams.
Previous experience with a USAID-funded project is preferred.
Fluency in English and Arabic is required.
Educational Background: The position requires a Bachelor’s degree in fields such as international development, public administration, engineering, urban planning, or a related area. An advanced degree is preferred, indicating a higher level of expertise and knowledge in the relevant fields.
Experience: Candidates must have a minimum of 9 years of experience in program management, community engagement, government service delivery, public administration, or international development. This experience should ideally be within the context of the West Bank and Gaza or the MENA region, demonstrating a strong understanding of the local governance and financial management landscape.
Languages: Fluency in both English and Arabic is mandatory for this position, as effective communication with local stakeholders and international partners is crucial. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The position is based in Ramallah with travel required within the West Bank as needed.
