Job Overview:
The Senior Advisor, Capacity Strengthening and Partnerships is a pivotal role within the International Medical Corps, specifically supporting the USAID Integrated Health Services Delivery Accelerator (IHSDA) Activity in the Democratic Republic of Congo (DRC). This position is designed to enhance health outcomes for vulnerable populations across four provinces: South Kivu, Lomami, Tanganyika, and Kasai Central. The advisor will focus on strengthening maternal and child health, reproductive health, family planning, nutrition, and malaria prevention. A significant aspect of this role involves enhancing the capacity of local partners, including government institutions and civil society organizations, to sustain health system improvements and build resilient community-based health structures. The advisor will lead efforts to ensure that capacity-building initiatives are tailored to meet local needs and align with global best practices, promoting a shift towards greater provincial ownership and leadership in health service delivery.
Duties and Responsibilities:
The Senior Advisor will lead the design and implementation of capacity-strengthening strategies, conduct organizational and technical capacity assessments, and develop tailored strengthening plans for local partners. Responsibilities include providing technical assistance, coaching, and mentoring to enhance the capabilities of government entities and local NGOs. The advisor will coordinate training initiatives, ensuring that curricula are adapted to local contexts and compliant with the latest evidence. Additionally, the advisor will engage with local NGOs applying for the Innovation Fund, offering guidance throughout the project lifecycle. The role also involves building strategic partnerships with key stakeholders, facilitating knowledge sharing, and representing the project in various forums. Regular updates and technical reports on capacity-building activities will be required, along with collaboration with the Monitoring and Evaluation team to assess the impact of interventions.
Required Qualifications:
Candidates must possess a master’s degree in public health, adult learning methodology, international education, or a related field, with a minimum of 10 years of relevant experience. The ideal candidate will have experience in designing and facilitating workshops for adult professionals, leading capacity strengthening initiatives, and providing strategic technical assistance in complex international development projects. Demonstrated expertise in capacity-building support for government staff and local NGOs is essential, along with strong leadership and management skills. Familiarity with USAID-funded programs and knowledge of foreign aid architecture are preferred.
Educational Background:
A master’s degree in a relevant field such as public health, adult learning methodology, or international education is typically required. Equivalent combinations of education and experience may be considered. The educational background should reflect a strong foundation in health systems, capacity building, and adult learning principles.
Experience:
Candidates should have at least 10 years of progressive professional experience in relevant fields, particularly in designing and facilitating learning methodologies for adult professionals. Experience in institutional capacity-building for local organizations in the DRC or similar contexts is preferred, along with a proven track record of leading multi-partner projects in international development settings.
Languages:
Fluency in written and spoken English and French is mandatory for this position. Proficiency in additional languages relevant to the local context may be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes:
This position is contingent upon successful bidding and donor agreement. The role requires a willingness to travel to project sites in DRC, including potentially insecure environments. The position is full-time and involves significant interaction with local partners and stakeholders.
