Job Overview:
The position of Registry within the ICC is crucial for the effective management of information and communication technologies that support the Court's operations. The incumbent will work under the direct supervision of the Chief of the Information Management Services Section (IMSS) and will be responsible for leading the Architecture and Service Delivery Unit. This role involves strategic planning and implementation of technology infrastructure, ensuring that the Court's information systems are robust, secure, and aligned with best practices. The incumbent will also be tasked with developing policies and standards that govern the management of information and technology within the Court, ensuring that all systems are integrated and compliant with international standards. The role requires a proactive approach to change management, as the incumbent will need to adapt to evolving technological landscapes and organizational needs.

Duties and Responsibilities:
The duties and responsibilities of the Registry position include:
  • Planning and leading the Architecture and Service Delivery Unit, managing both staff and financial resources effectively.
  • Developing comprehensive plans and strategies to support the design, development, and implementation of the Court's technology infrastructure.
  • Providing technical expertise and analysis regarding the current technical architecture and future technology plans.
  • Collaborating with other units to ensure that IMSS technical solutions are compatible and adhere to security" style="border-bottom: 1px dotted #007bff !important;">security standards.
  • Challenging technical designs and proposals, participating in negotiations with external service providers.
  • Developing IMSS policies and standards in collaboration with unit heads.
  • Implementing a monitoring framework to assess performance and technology issues.
  • Assisting with budget preparation and program reporting as required.

Required Qualifications:
Candidates must possess an advanced university degree in telecommunications, computer science, information systems, business administration, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of seven years of relevant work experience in information and communications technologies is required, with nine years being necessary for those with a first-level degree. Candidates should also have demonstrated experience in eliciting, analyzing, and implementing business requirements in a legal environment, as well as maintaining organizational policies within the UN common system. Certifications in project management frameworks (PRINCE2 or PMI), IT management frameworks (ITIL or COBIT), and formal architecture design frameworks (TOGAF, MODAF) are desired.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as telecommunications, computer science, information systems, or business administration. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is essential for understanding the complexities of information management and technology within the context of the ICC's operations.

Experience:
The position requires a minimum of seven years of relevant work experience in information and communications technologies. Candidates with a first-level university degree must have at least nine years of experience. This experience should include a strong background in managing technology-related budgets, overseeing large contracts, and implementing systems according to formal architecture design frameworks. Experience in a legal environment is particularly valuable, as is familiarity with hybrid solution architecture utilizing Microsoft Azure.

Languages:
Proficiency in one of the working languages of the Court, either French or English, is mandatory. A working knowledge of the other language is considered an asset. Additionally, knowledge of another official language of the Court, such as Arabic, Chinese, Russian, or Spanish, would be advantageous and is viewed favorably during the selection process.

Additional Notes:
This position is a Short-Term Appointment, which is intended to meet immediate staffing needs. The contract duration is to be confirmed, but it will not exceed 12 months, and there is no expectation of renewal. The minimum net annual salary for this position is €110,184.0
