Job Overview: The Monitoring and Evaluation Officer will play a crucial role in ensuring that the project is implemented according to its design and objectives. This position involves leading the development of a comprehensive monitoring plan that outlines the responsibilities of various stakeholders and the indicators that will be tracked throughout the project lifecycle. The officer will be responsible for designing monitoring tools, conducting field visits, and coordinating with various partners to ensure compliance with the project's Results Framework. Additionally, the officer will provide training and support to field monitors and other relevant actors, ensuring that they are equipped with the necessary skills and knowledge to effectively monitor project implementation. The role also includes data management and reporting, where the officer will compile and analyze data, prepare detailed reports, and support the project management team in preparing for implementation support missions. The officer will contribute to evaluations and learning processes, helping to identify trends and lessons learned from project implementation, which will inform future strategies and guidelines.
Duties and Responsibilities:
Lead the development of a detailed monitoring plan for the project, including monitoring responsibilities, key indicators, and frequency of monitoring.
Design monitoring tools to collect data in line with the project’s Results Framework.
Conduct monitoring field visits and support stakeholders in their monitoring efforts.
Coordinate with the ARTF monitoring agent and review reports to identify corrective actions.
Train field level monitors and FP staff in data collection methodologies and monitoring plans.
Develop an efficient database for compiling and analyzing monitoring findings.
Prepare monthly and quarterly monitoring reports, highlighting key findings for management.
Support the project management team in preparing for Implementation Support Missions, including data collection and reporting.
Assist in conducting internal evaluations to analyze project implementation trends and challenges. 1
Ensure compliance with Environmental and Social safeguards requirements throughout the project.
Required Qualifications: Candidates must possess a first-level university degree in Development Studies, Project Management, Sociology, or a related field. A minimum of 4 years of experience in monitoring and evaluation is required, along with experience in managing data for reporting on key indicators. Candidates should have experience in training and working with various stakeholders, including government ministries and NGOs. Familiarity with logframes and results frameworks is essential, as is experience with donor agencies such as the World Bank or UN agencies.
Educational Background: A first-level university degree (e.g., Bachelor) in a relevant discipline such as Development Studies, Project Management, or Sociology is required for this position. This educational background provides the foundational knowledge necessary for understanding project management principles and evaluation methodologies.
Experience: The position requires a minimum of 4 years of relevant experience in monitoring and evaluation. Candidates should have a proven track record of managing data for reporting on key indicators and experience in training others in monitoring practices. Experience working with international organizations, government agencies, or NGOs is highly valued, particularly in contexts similar to Afghanistan.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Additionally, fluency in Pashto and/or Dari is desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of monitoring efforts.
Additional Notes: This position is classified as a Local ICA Specialist with a contract level of LICA Specialist-
The contract is ongoing and open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
