The United Nations Assistance Mission in Afghanistan (UNAMA) was established in 2002 as a Political/Peacebuilding Mission, directed and supported by the UN Department of Peacekeeping Operations (DPKO). The mission aims to provide political good offices in Afghanistan, support the government, promote peace and reconciliation, monitor human rights, protect civilians in armed conflict, promote good governance, and encourage regional cooperation. UNAMA operates under the mandate established by the UN Security Council Resolution 1401 and has a permanent and extensive field presence across Afghanistan, with its mandate reviewed annually.

Job Overview:
The Local Security Assistant will work under the overall supervision of the Principal Security Adviser (PSA) and the general management of the Deputy PSA. This position is crucial for the implementation of security operations and the management of safety and security for UN personnel at the UNOCA compound in Kabul. The role involves a variety of administrative and clerical tasks that support the Guard Force Unit (GFU) in maintaining security protocols and ensuring compliance with established procedures. The Local Security Assistant will play a key role in documenting security operations, assisting in training activities, and facilitating communication regarding security incidents, thereby contributing to the overall safety of UN personnel in the region.

Duties and Responsibilities:
  • Administrative Support for Guard Force Operations: Maintain records of security staff attendance, shift reports, and patrol logs to ensure proper documentation and accessibility for senior officers' review.
  • Support in Monitoring Compliance with SOPs and Post Orders: Review updates to Standard Operating Procedures (SOPs), Post Orders, and contingency plans, ensuring accurate reflection in documents and dissemination to relevant staff.
  • Clerical Support for Security Training Activities: Organize and document internal training sessions for security staff and guards, including tracking attendance, scheduling, and preparing training materials.
  • Data Entry and File Management: Maintain a classified filing system for UNAMA Compound Security Risk Management (SRM) documents, ensuring secure filing and easy retrieval for supervisors.
  • Communication Support for Incident Reporting: Prepare incident summaries and shift reports under senior officers' guidance, ensuring timely dissemination to relevant parties.
  • Liaison Support with Security Vendors: Assist in the procurement process by preparing and organizing documents such as the Scope of Work (SOW) for security services and equipment.
  • Support for Access Control Records: Maintain access control logs and reports, ensuring completeness and currency of records, and provide clerical support during inspections to verify compliance with access control procedures.
  • Perform any other duties as assigned by the immediate supervisor.

Required Qualifications:
The ideal candidate should possess strong organizational skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in administrative tasks and familiarity with security operations is essential. The candidate should also demonstrate effective communication skills and the ability to handle sensitive information with discretion.

Educational Background:
A high school diploma or equivalent is required. Additional training or certification in security management or a related field is preferred, as it would enhance the candidate's ability to perform the duties effectively.

Experience:
Candidates should have a minimum of 1-2 years of relevant experience in security operations, administrative support, or a related field. Experience working in a multicultural environment or with international organizations is an advantage, as it demonstrates the ability to navigate diverse work settings and understand the complexities of security in a political context.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Dari or Pashto is highly desirable, as it would facilitate communication with local staff and stakeholders.

This position is a National UN Volunteer role, which may involve a contract duration that is typically renewable based on performance and organizational needs.
