Job Overview:
The position of Coordinador de Unidad de Asesoría en Contrataciones involves acting as the focal point for all matters related to contract management for the implementation of technical assistance. The role is crucial for ensuring successful planning, contracting, and evaluation of services contracted to third parties. The coordinator will provide expert advice on procurement activities, ensuring transparency, resource optimization, and compliance with the procurement policies and regulations of BCIE (Central American Bank for Economic Integration). The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve project objectives.
Duties and Responsibilities:
- Provide advice on the development of public procurement strategies and processes to ensure successful project execution by national counterparts. Review and advise on the development of the Project Procurement Plan (PPP) in line with best practices and applicable procurement processes according to national legislation and BCIE standards. Analyze project requirements and advise on potential procurement risks and mitigation strategies.
- Advise on the application of procurement strategies and digital procurement tools to ensure national counterparts successfully implement the project. Assist partners in evaluating offers/proposals, ensuring compliance with established criteria and promoting objective selection. Monitor and report on the performance of awarded suppliers, identifying potential issues and recommending corrective actions.
- Organize, facilitate, and/or deliver training and learning initiatives for Business Unit staff on procurement advisory topics. Lead capacity development and knowledge-sharing initiatives for project staff, including the development of networks, plans, and learning activities, as well as information on procurement practices and benchmarking best practices.
- Facilitate team engagement and the delivery of high-quality results and services by effectively managing recruitment, work planning, performance management, training, and promoting learning and development. Ensure team members comply with existing policies and best practices.
Required Qualifications:
A higher university degree (equivalent to a Master's degree) in one of the following disciplines is required: Procurement and Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field. A university degree (equivalent to a Bachelor's degree) in one of the mentioned disciplines is desirable and may substitute for some years of relevant experience required.
Educational Background:
Candidates must possess a higher university degree (Master's level) in relevant fields such as Procurement and Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or related areas. A Bachelor's degree in these fields is also acceptable and can replace some years of required experience. It is essential to upload academic diplomas or certificates with the application.
Experience:
A minimum of 5 years of experience in project contract management is required. Experience in applying BCIE standards is necessary, along with experience advising counterparts on procurement processes. Experience in coordinating teams in the procurement field is also required. Additional experience in Costa Rica's National Law, working with government on public procurement projects, and engaging with various stakeholders in developed and/or developing countries will be valued. Experience in UN system organizations, preferably in a developing country, is also an asset.
Languages:
Fluency in Spanish and English is required for this position. Proficiency in additional languages may be considered an advantage, but the primary requirement is strong communication skills in both Spanish and English.
Additional Notes:
This position requires the use of a computer for report preparation and data analysis using Google software tools. The role involves making presentations via videoconference for project progress reports as necessary. The position requires the ability to supervise hybrid work teams (both in-person and remote). The work schedule is hybrid, with 3 days per week from home and 2 days in the UNOPS office.
