Job Overview: As the Chief of Party II for the Resilience Food Security Activity (RFSA), you will be responsible for providing strategic vision and leadership for a USAID-funded project aimed at improving food security and resilience among vulnerable populations in Niger. This role requires a deep understanding of the complexities involved in managing large-scale development projects, particularly in challenging environments. You will ensure that the project meets its objectives by delivering high-quality programming, managing resources effectively, and maintaining compliance with donor requirements. Your leadership will also involve proactive risk management and security oversight to safeguard staff and project integrity. You will serve as the primary liaison with USAID and other stakeholders, ensuring that the project aligns with broader development goals and contributes to sector thought leadership.
Duties and Responsibilities:
Lead the implementation and consolidation of the RFSA project, ensuring alignment with donor expectations and quality standards.
Act as the primary contact for USAID BHA and other stakeholders, facilitating communication and collaboration.
Oversee project design and implementation, ensuring timely delivery of results and adherence to budgetary constraints.
Manage senior programming and operations staff, providing coaching, mentoring, and performance assessments.
Develop staffing plans and oversee recruitment processes for senior positions.
Monitor national and regional issues that may impact project operations and staff safety.
Ensure compliance with USAID grants, including financial tracking and oversight of partner budgets.
Represent CRS in international forums, showcasing innovative programming and results.
Develop communication strategies and materials in compliance with donor branding requirements. 1
Foster a learning environment within the team, identifying training opportunities and performance gaps.
Required Qualifications:
Master’s degree in international development, international relations, or a relevant technical area; PhD preferred.
Minimum of 10 years of experience in leading food security and resilience programs in low-resource settings.
Proven leadership in managing large, complex USAID projects with multiple sub-awardees.
Strong communication skills tailored to diverse audiences and platforms.
Experience in recruiting, developing, and managing staff, particularly in challenging contexts.
Familiarity with Niger’s socio-political and economic landscape is preferred.
Commitment to gender and youth dynamics in programming and management.
Educational Background: Candidates must possess a Master’s degree in international development, international relations, or a relevant technical field. A PhD is preferred, indicating a higher level of expertise and research capability in the relevant areas of study.
Experience: The position requires a minimum of 10 years of relevant experience, particularly in leading the implementation of food security and resilience programs. Candidates should have a proven track record of managing large-scale USAID activities and experience in complex environments, demonstrating the ability to navigate challenges effectively.
Languages: Fluency in French is mandatory, while professional proficiency in English is considered an asset, enhancing communication with diverse stakeholders and partners.
Additional Notes: This position is based in Niger and involves 30-40% travel to project sites. The role is contingent upon donor funding and approval of the candidate.
