Job Overview:
The Environmental and Social Safeguards Senior Associate will work under the direct supervision of the Project Manager and receive technical guidance from the HSSE Officer. This role is crucial for ensuring that project activities comply with the Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP), and other relevant environmental and social safeguards. The Senior Associate will be responsible for monitoring project sites, conducting field visits, and ensuring that all environmental and social safeguards are implemented effectively. This position requires travel across all project sites for monitoring and supervision purposes, and the successful candidate will play a key role in supporting the Facilitating Partners (FPs) in preparing necessary environmental and social instruments and conducting assessments.
Duties and Responsibilities:
The Environmental and Social Safeguards Senior Associate will have a comprehensive set of responsibilities, including: monitoring the Project Management Information System (MIS) to ensure that Facilitating Partners (FPs) upload required Environmental and Social Safeguards (ESS) documents; generating reports and conducting analyses to share findings with FPs for ESS improvement; conducting follow-up monitoring visits to ensure compliance; completing 60-70% of field physical verification of ESS requirements; recording lessons learned and delivering training to FPs’ staff; supporting FPs in preparing all project environmental and social instruments; assisting the HSSE Officer in preparing training materials; conducting environmental and social assessments; ensuring site-specific mitigation measures are prepared; maintaining proper documentation of ESS measures; preparing E&S reports for submission to UNOPS; collecting environmental and social data; conducting monitoring and supervision of projects; ensuring accurate data in the project’s MIS database; responding to Third Party Monitoring Agents’ reports; orienting stakeholders on safety and environmental matters; inspecting work sites; investigating incidents; providing regular reports to the HSSE Analyst; participating in site meetings; and performing other related duties as required by the Project Manager.
Required Qualifications:
Candidates must possess a minimum of 7 years of experience in Environmental and Social safeguards or related fields. Experience working with the World Bank, UN agencies, donor agencies, government ministries, or NGOs is highly valued. Familiarity with the World Bank Environmental and Social Framework (ESF) is essential, along with experience in Occupational Health & Safety issues. Experience in infrastructure and vertical construction projects, as well as community-driven development projects, particularly cash-for-work initiatives, is advantageous. Knowledge of UN systems, policies, and norms for social safeguards is considered an asset.
Educational Background:
A minimum of secondary education is required, with a preference for candidates holding a first-level university degree (e.g., Bachelor) or an advanced university degree (e.g., Masters) in Social Science, Development Studies, Community Development, or a related discipline.
Experience:
The position requires a minimum of 7 years of relevant experience in Environmental and Social safeguards or related fields. Candidates with experience working with international organizations such as the World Bank or UN agencies will be given preference. Experience in Occupational Health & Safety and in managing infrastructure projects is also required.
Languages:
Fluency in Pashto, Dari, and English is mandatory for this position. Proficiency in these languages is essential for effective communication and reporting.
Additional Notes:
The position is based in Herat, Afghanistan, and may require travel to various project sites. The role is full-time, and candidates should be prepared for a dynamic work environment that may involve working under challenging conditions.
