Job Overview:
The Programme Officer position at the ILO Country Office for the Philippines (CO-Manila) is integral to the effective delivery and administration of programming activities aimed at supporting the national development frameworks of the Philippines. The incumbent will be responsible for providing professional services that encompass programming and administrative support in the development, implementation, monitoring, reporting, and evaluation of various programs and projects. This role requires a strong understanding of results-based management principles and the ability to apply these principles in a practical context. The Programme Officer will work closely with the Senior Programme Officer and will be expected to operate with a degree of autonomy, while also collaborating with various stakeholders to ensure the successful execution of the ILO's objectives in the region.

Duties and Responsibilities:
  • Provide professional services for an identified set of programming services, including technical support and advocacy, training, and first-line resource on technical information. Develop country operations plans ensuring compliance with regional and global strategic priorities. Conduct research and draft reports and presentations for national situation analyses.
  • Deliver timely, accurate information on program and budget matters to facilitate operational decision-making, utilizing results-based management principles. Monitor and verify the accuracy of programming data, ensuring that baselines, milestones, and indicators are effectively used to measure and report on performance.
  • Participate in assessing country development plans and priorities, contributing to the design and setting of program objectives within the framework of the Decent Work Country Programme (DWCP) and Labor Employment Plan (LEP).
  • Engage in missions to monitor and report on program implementation, identifying issues and proposing corrective actions as necessary.
  • Collaborate with external partners and technical specialists to prepare draft Memoranda of Understanding (MoUs), ensuring compliance with project implementation requirements and timelines.
  • Foster partnerships with constituents, social partners, donors, and UN agencies, participating in interagency forums to identify common interests.
  • Stay updated on changes to applicable standards and best practices, sharing knowledge and providing guidance to staff, while overseeing and guiding the work of those performing program-related tasks.
  • Monitor the efficiency and effectiveness of work methods and processes, recommending improvements where necessary, and liaising with staff and managers to ensure smooth service delivery.
  • Contribute to the Office’s communication activities and perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess a university degree (Bachelor’s or equivalent) in a field relevant to the job. Additionally, they should have a good knowledge of programming and results-based management principles, the programming cycle, and resource mobilization. Political awareness and understanding of socio-economic factors are essential, along with knowledge of methods for assessing process quality and efficiency. Proficiency in PC software, including Microsoft Office, is also required. The position demands strong research, analytical, and drafting skills, as well as the ability to maintain effective working relationships with stakeholders and manage competing priorities.

Educational Background:
A university degree (Bachelor’s or equivalent) in a relevant field is mandatory for this position. Candidates who do not possess a university degree may substitute their experience according to specific equivalency criteria outlined by the ILO, which allows for significant relevant work experience to be considered in lieu of formal educational qualifications.

Experience:
A minimum of two years of professional work experience in program and/or project planning, monitoring, implementation, and evaluation activities is required. This experience should demonstrate the candidate's ability to effectively contribute to the programming and administrative functions of the ILO.

Languages:
Candidates must have an excellent command of one of the official languages of the Organization (English, French, Spanish). Additionally, a working knowledge of another official language of the Organization or an official national language of the duty station is preferred, enhancing communication and collaboration within the diverse environment of the ILO.

Additional Notes:
This position is classified as a short-term contract with a duration of six months. The entry-level salary for this position is 1,322,652 Philippine pesos annually, based on the UN Salary Scale for the National Officer Category, effective November 202
