Job Overview:
The consultancy position is focused on supporting the preparation and implementation of the 26th Consultation Meeting of the Pacific Heads of Education Systems (PHES), which will take place in Pohnpei, FSM from February 11-13, 202
  • The consultant will work under the authority of the Director of the Office and the direct supervision of the Programme Specialist for Education in Apia, Samoa. The role involves coordinating with PHES members and development partners, finalizing the meeting agenda, and moderating the event. The consultant will also be responsible for producing a qualitative report and analysis post-meeting, ensuring that the outcomes align with the educational goals of the Pacific region and contribute to the Education 2030 agenda and SDG 4.

Duties and Responsibilities:
The consultant's duties include developing familiarity with the PHES structure and governance, assisting co-chairs in finalizing the meeting agenda, coordinating with PHES members for timely provision of presentations, moderating the consultation meeting, providing technical support during the event, and drafting a qualitative report after the meeting. Specific responsibilities involve creating an annotated meeting agenda, developing an evaluation form for feedback, keeping records of key decisions, and revising the meeting outcome report based on input from PHES members. The consultant must ensure that all activities are aligned with the priorities of PacREF and CPEM, and contribute to the overall success of the consultation meeting.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in education, international development, or related fields. A minimum of 5 years of progressively responsible experience in managing and coordinating complex meetings at national, regional, or international levels is required. Experience in producing quality meeting procedures and summarizing participant feedback is essential. The consultant should demonstrate excellent organization and coordination skills, the ability to work under pressure, and a strong understanding of education systems in the Pacific.

Educational Background:
A Master’s degree or equivalent in education, international development, or a related area is mandatory for this position. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the objectives of the PHES meeting and the broader educational goals of the Pacific region.

Experience:
The position requires at least 5 years of relevant experience in managing, organizing, and coordinating complex meetings. This experience should include a proven track record of producing quality meeting reports and effectively summarizing participant feedback to inform future actions. Candidates should have experience working in multicultural environments and demonstrate the ability to adapt to various challenges that may arise during the consultancy.

Languages:
Oral and written fluency in English is required for this position. This proficiency is essential for effective communication with PHES members, development partners, and during the moderation of the consultation meeting. While English is the primary language, knowledge of additional languages relevant to the Pacific region may be considered an asset but is not mandatory.

Additional Notes:
The consultancy is a non-staff position with a contract duration ranging from 1 to 6 months, depending on the deliverables. The total working days for the consultancy should not exceed 23 days, and remuneration will be paid in three instalments upon satisfactory completion of deliverables. Applicants must include travel costs for a return ticket to the capital of FSM and a lump sum for per diem for the duration of the meeting. Those residing in Pohnpei are not entitled to travel expenses. The application process requires submission of a CV, application letter, and financial proposal by November 19, 2024.
