Job Overview:
The Information Systems Officer will play a crucial role in providing technical assistance and support to the National Customs Services (NCS) and National Project Teams (NPT) in French-speaking African countries. The incumbent will manage projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This position requires the development of detailed technical specifications and user documentation for ASYCUDA systems, as well as the maintenance and enhancement of existing systems. The officer will also be responsible for troubleshooting, user support, and the development of training materials and disaster recovery plans. The role demands a proactive approach to analyzing user requirements and translating them into effective applications, ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security and system integration.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include managing projects related to the ASYCUDA systems, developing technical specifications, providing specialized advice to NCSs and NPTs, maintaining and upgrading existing systems, troubleshooting issues, developing proprietary programs, organizing testing and acceptance procedures, creating training materials, and participating in report writing. The officer will also provide guidance and supervision to junior staff and consultants, ensuring that all systems are functioning effectively and efficiently while adhering to best practices in information technology and management.

Required Qualifications:
Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming related to customs and international trade digitalization. Proficiency in high-level programming languages and a solid understanding of structured and object-oriented design, relational systems, and scripting languages are essential. The candidate should demonstrate strong analytical and problem-solving skills, with the ability to develop and implement systems of moderate size and complexity. A commitment to gender perspectives and equal participation in the workplace is also required.

Educational Background:
An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. Relevant experience in customs and international trade digitalization, system deployment, and support is essential. Experience in prototyping and implementing complex customs information technology systems, as well as organizing and delivering training courses within governmental organizations, is desirable. Additionally, experience working in an international environment and technical ICT programming with Java, Linux, and Oracle is preferred.

Languages:
Fluency in French, both oral and written, is mandatory. Knowledge of English is desirable, and knowledge of another UN official language is considered an advantage.
