Job Overview:
The Project Management Support Officer (PSO) will play a crucial role in the efficient review, monitoring, and evaluation of project activities and implementation progress. Reporting directly to the Project Manager, the PSO is expected to promote a client-oriented approach that aligns with UNOPS rules and regulations. The PSO will collaborate closely with project teams in Yemen, units in the Amman Operational Hub, and local partners to ensure successful planning and execution of project components. This position requires a proactive approach to managing day-to-day concerns, tracking activities, procurement requests, and reporting, while ensuring compliance with internal UNOPS assurance procedures.

Duties and Responsibilities:
  • Project Implementation: The PSO will prepare and maintain project files, coordinate information flows, oversee change controls, and manage risk registers. They will also coordinate the delivery of work packages, maintain implementation plans, and identify areas for continuous improvement.
  • Financial and Procurement Management: The PSO will maintain financial documents for audits, support accurate data entry into UNOPS ERP systems, monitor project budgets, and prepare financial reports. They will also facilitate payments, manage vendor communications, and conduct financial analyses.
  • Project Monitoring and Reporting: The PSO will support the implementation of project plans, manage information flow, supervise service providers, and ensure timely submission of internal and external reports. They will also maintain records and assist in drafting communication strategies.
  • Stakeholder Management: Establishing solid relationships with the project board, clients, and stakeholders is essential. The PSO will manage communications and advise clients on sustainability and post-project requirements.
  • Knowledge Management and Innovation: The PSO will encourage capacity-building activities, share lessons learned, and participate in relevant communities of practice.

Required Qualifications:
The ideal candidate should possess a Bachelor’s Degree in Public Administration, Business Administration, Communications, International Relations, or a related field. A Master’s Degree in a similar discipline is considered an asset. The candidate should have a minimum of two years of relevant professional experience in Project/Programme Management or Operations Management, with a focus on monitoring, reporting, and coordination. Experience in data collection and report generation is advantageous, as is familiarity with UNOPS/UN regulations in HR Management, Procurement, and Finance.

Educational Background:
A Bachelor’s Degree in a relevant field is required, with a preference for disciplines such as Public Administration, Business Administration, or International Relations. A Master’s Degree in these areas is an asset and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have at least two years of progressive professional experience in Project/Programme Management or Operations Management. Experience in developing and coordinating projects, as well as in data processing and report generation, is essential. Familiarity with UNOPS rules and regulations, particularly in HR, Procurement, and Finance, is highly desirable. Relevant experience in developing or post-conflict countries is also beneficial.

Languages:
Fluency in both English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
