The International Criminal Court (ICC) is a permanent international court established to investigate, prosecute, and try individuals accused of committing crimes within its jurisdiction. Founded to uphold justice and accountability, the ICC operates with a mission to ensure that the gravest crimes do not go unpunished. The ICC is headquartered in The Hague, Netherlands, and has a significant presence globally, with one Liaison Office in New York and full-time operations in six situation countries: Uganda, Democratic Republic of Congo, Central African Republic, Côte d'Ivoire, Mali, and Ukraine. The organization employs approximately 1,200 staff members and engages in activities related to 17 countries worldwide. The ICC is structured into four main organs: the Presidency, the Chambers, the Office of the Prosecutor, and the Registry, with the Registry being the largest and most diverse organ responsible for non-judicial aspects of the Court's administration. Job Overview:
The position of Registry Consultant is designed to enhance the internal communication framework of the ICC. The consultant will conduct a comprehensive audit of existing internal communication practices, tools, channels, and messages to identify areas for improvement. The primary objective is to develop a robust internal communications strategy that aligns with the ICC's mission, vision, values, and goals, ultimately aimed at increasing engagement among internal stakeholders. The consultant will also design internal communication tools and frameworks, assess current digital engagement channels, and create an implementation plan that includes training for in-house communications capacity. This role requires collaboration with various stakeholders within the ICC to ensure that the communication strategy is effectively tailored to meet the needs of the organization and its staff.

Duties and Responsibilities:
The consultant will undertake several key tasks to achieve the objectives of the consultancy. These include: reviewing existing internal communication practices and policies; conducting an initial assessment of current communication data, channels, tools, and activities; interviewing key stakeholders such as Principals, staff members, and the Staff Union Council to gather insights; conducting a baseline assessment of existing communication data and policies to avoid duplication; developing a comprehensive internal communication strategy for the IOR that outlines engagement goals, target audiences, and appropriate channels; providing training and tools to ensure effective implementation of the strategy; monitoring and evaluating the initial phases of the strategy's implementation; and preparing a detailed report that outlines findings, analysis, and recommendations for future actions.

Required Qualifications:
Candidates must demonstrate prior experience in developing internal or corporate communication strategies, ideally within public international organizations or national public services. A minimum of five years of progressively advanced experience in internal or corporate strategic communications is required, including the development of communications and advocacy strategies at various levels (global, regional, or national). Excellent communication and interpersonal skills are essential, along with a proven ability to engage and consult with stakeholders effectively. Candidates must possess strong written and spoken proficiency in English or French, with exceptional oral and written communication skills.

Educational Background:
