The organization focuses on an integrated approach to humanitarian response, aiming to address the needs of populations affected by crises and helping them regain independence and dignity. Job Overview:
The Administrative and Financial Coordinator is responsible for overseeing the financial, accounting, and budgetary management of the mission, as well as managing human resources and administrative/legal records. This role involves acting as the financial, administrative, and HR representative for the mission, engaging with donors, authorities, and NGOs. The coordinator will ensure compliance with local laws and regulations, manage the mission's cash flow, and develop HR management tools in line with labor regulations. The position requires a proactive approach to building relationships with partners and stakeholders, as well as centralizing and disseminating information related to financial and administrative matters within the mission and to headquarters.

Duties and Responsibilities:
  • Financial Management: Oversee all financial aspects, including budgetary and accounting elements, ensuring accurate cash flow management.
  • Human Resources Management: Administer the local and international teams, update HR procedures, and monitor HR-related risks.
  • Administrative and Legal Management: Supervise administrative records to ensure legal compliance with local regulations.
  • Representation: Act as the representative of the organization in financial, administrative, legal, and HR matters, fostering relationships with local partners and authorities.
  • Coordination: Centralize and disseminate information regarding financial, administrative, and HR aspects, ensuring effective internal and external reporting.

Required Qualifications:
Candidates must hold a Master’s degree or equivalent in financial/accounting management. A technical background in project management or human resources management is preferred. Candidates should have a strong understanding of institutional donor procedures and be proficient in financial management and team leadership.

Educational Background:
A Master’s degree or equivalent in financial/accounting management is required. Additional qualifications in project management or human resources management are advantageous.

Experience:
A minimum of 3 years of experience in financial/accounting management is required. Experience in humanitarian action, particularly in an international context, is highly valued. Previous experience with Première Urgence Internationale is considered a significant asset.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic and/or French is considered a definite asset, enhancing communication capabilities within the diverse operational context of Yemen.

Additional Notes:
The position is classified as a cadre with a fixed-term contract, with a monthly gross income ranging from 2,650 to 3,130 EUR, depending on experience in international solidarity. Additional benefits include insurance coverage, housing in collective accommodation, daily living expenses (per diem), a break policy allowing for 5 working days off at 3 and 9 months, and 5 weeks of paid leave per year, along with a return ticket every 6 months.
