Job Overview: The Cross-Cutting Lead position is designed to ensure programmatic coherence and integration across various functional areas within the Department. The incumbent will leverage thematic commonalities and foster collaboration among different teams and technical experts to identify overlaps, gaps, and opportunities for more effective program delivery. This role goes beyond traditional service functions, requiring the incumbent to propose and implement tailored solutions in a collaborative, cross-disciplinary manner. The Cross-Cutting Lead will play a pivotal role in breaking down silo mentalities and fostering a culture focused on impact, ensuring that the Department's initiatives are cohesive and aligned with overarching health goals.
Duties and Responsibilities: The primary duties of the Cross-Cutting Lead include identifying gaps and overlaps in thematic issues across the Department, focusing on cross-cutting functionalities. The incumbent will serve as a thematic lead and project manager, forming project-specific groups of technical specialists as needed. Responsibilities also include developing technical delivery strategies for implementing cross-cutting results and initiatives, liaising with regional and country counterparts, and providing technical expertise to health cluster departments. The role requires representing the Department in various forums, providing input on performance evaluations, and ensuring that health care actors are trained on key thematic issues. The Cross-Cutting Lead will also engage in awareness-raising activities to inform communities about their rights and resources, particularly for vulnerable populations.
Required Qualifications: Candidates must possess mature interpersonal skills and the ability to mobilize and motivate teams around thematic issues. Proven project management skills are essential, particularly in leading project teams with a results-focused approach. The ability to think creatively and identify opportunities for improvement is crucial, as is technical expertise in at least one thematic area covered by the Department. Skills in planning and coordinating multidisciplinary health programs are also required, along with effective communication abilities to engage with internal and external stakeholders.
Educational Background: An advanced university degree (Master's degree) in anthropology, social sciences, public health, or sociology is essential for this position. This educational background provides the necessary theoretical framework and practical knowledge to address complex health issues and manage cross-cutting initiatives effectively.
Experience: Candidates should have at least seven years of relevant experience, with proven international exposure in coordinating or managing programmatic activities. Experience within an international organization, particularly in health-related policies and strategies, is highly desirable. Demonstrated experience in managing human and financial resources at the international level is also required.
Languages: Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively in diverse settings.
Additional Notes: The position offers a competitive remuneration package, starting with an annual base salary of USD 77,326, along with a variable post adjustment reflecting the cost of living in Kabul.
