Job Overview:
The position of Assistant(e) technique en Ressources Humaines et de l'Administration involves supporting the implementation of administrative and human resources functions in accordance with the action plan. The role requires assisting in the maintenance of personnel records, including contracts, leave, illness, evaluations, and ensuring proper archiving. The assistant will provide support in recruitment processes as needed, which includes advertising positions, filling out applications, inviting candidates, and organizing interview venues. Additionally, the role entails following administrative procedures for expatriate staff, managing guest house operations, overseeing daily work of cleaning staff, and monitoring utility provisions such as electricity and water bills. The assistant will also be responsible for receiving, distributing, and recording emails, documents, and reports related to HR, administration, and finance, while welcoming and orienting visitors at the NRC office. Monthly reporting for HR and administration will also be part of the responsibilities.

Duties and Responsibilities:
  • Assist in the implementation of administrative and HR support functions according to the action plan.
  • Help update personnel files and records, including contracts, leave, illness, evaluations, etc., and ensure proper archiving.
  • Provide support in recruitment processes as needed, including job advertisements, application filling, candidate invitations, and organizing interview locations.
  • Follow administrative procedures for expatriate staff, including obtaining necessary documentation, visas, etc.
  • Assist in managing the guest house.
  • Support the daily monitoring of cleaning staff's work.
  • Monitor utility provisions (electricity, water bills, office supplies, subscriptions, etc.).
  • Receive, distribute, and record emails, documents, and reports, including HR, administrative, and financial documents according to procedures.
  • Welcome and orient visitors at the NRC office. 1
  • Assist in preparing monthly reports for HR, administration, and other interfaces.

Required Qualifications:
  • At least a DTS or BTS in Human Resources Management, Law, Administration, or a related field in social sciences.
  • Minimum of two (02) years of professional experience in human resources and/or administration management.
  • Previous experience working in complex and volatile humanitarian/recovery contexts or within international organizations/NGOs.
  • Proven results in fulfilling the responsibilities of the position.
  • Ability to work within a multicultural organization with members from diverse cultures and backgrounds.
  • Knowledge of the context in the intervention areas of NRC (Dori, Djibo, Gorom-Gorom, Seba, Gorgadji) is an asset.
  • Proficiency in spoken and written French.
  • Good knowledge of Word, Excel, PowerPoint, Teams, Skype, and internet usage.
  • Ability to communicate effectively in front of varied audiences.

Educational Background:
The educational background required for this position includes at least a DTS or BTS in Human Resources Management, Law, Administration, or a related field in social sciences.
