Job Overview: The Regional Finance Manager for the West Africa Regional Office (WARO) is responsible for ensuring high levels of resource stewardship, strict financial accountability, and effective financial risk management across the Country Programs (CPs) and relevant partners. This position plays a crucial role in supporting the financial management systems, processes, and practices necessary for delivering high-quality programs that serve the poor and vulnerable populations. The Finance Manager will anticipate and manage the financial management services needs and delivery challenges, identifying and implementing improvement solutions to minimize financial risks for the CPs and partners. The role involves working across 11 countries in West Africa, including Burkina Faso, Cote d’Ivoire, Ghana, Guinea Conakry, Guinea Bissau, Senegal, The Gambia, Mali, Niger, Liberia, and Sierra Leone, and requires a proactive approach to service delivery, compliance, and financial management.
Duties and Responsibilities: The duties and responsibilities of the Regional Finance Manager include developing and managing financial processes in accordance with organizational policies, providing proactive service delivery and support to managers and staff throughout the project cycle, ensuring compliance with CRS policies, Generally Accepted Accounting Principles (GAAP), and donor regulations. The manager will oversee budget development and management, ensuring accuracy and consistency of financial data, and safeguarding resources. Responsibilities also include maintaining supporting documentation for audit trails, preparing budgets and cost proposals, leading finance training sessions, managing team dynamics, and overseeing performance management for direct reports. The manager will be responsible for timely reporting to stakeholders, assessing financial management capacity of staff and subrecipients, and addressing audit findings effectively. Additionally, the manager will fill in for Finance Managers during their absence as needed.
Required Qualifications: Candidates must possess a B.A. degree in Accounting, Finance, Economics, or Business Administration with relevant accounting courses, or a professional accounting qualification such as CPA/ACCA. An MBA or Master’s degree in a related field with a focus on Accounting is preferred. A professional certification in Accounting or a related field is highly desirable. Candidates should have a minimum of five years of experience in a similar position, preferably within an International NGO, with additional education potentially substituting for some experience.
Educational Background: The educational background required for this position includes a Bachelor’s degree in Accounting, Finance, Economics, or Business Administration, with coursework in accounting. A Master’s degree in a related field, particularly with a focus on Accounting, is preferred. Professional certifications such as CPA or ACCA are highly valued and may enhance a candidate's qualifications.
Experience: The position requires a minimum of five years of relevant experience in financial management, preferably in a similar role within an International NGO. Candidates with additional educational qualifications may have some of the experience requirements waived. Additional Notes: This is a regular, full-time telecommuter position, with a preference for candidates based in countries where CRS has existing offices.
