Job Overview:
The Access Coordinator will play a crucial role in ensuring that the Norwegian Refugee Council's operations are conducted in compliance with established policies, guidelines, and standard operating procedures (SOPs). This position involves executing systems and procedures at the field level, preparing and submitting reports related to humanitarian access issues, and ensuring proper documentation archiving. The Access Coordinator will provide technical support to operational teams and train staff on humanitarian access topics. Reporting to the HSS Manager, the Access Coordinator will also assist in monitoring team movements in the field and ensure that local SOPs govern procedures at the field office. The role requires collaboration with program teams to enhance NRC's acceptance in the area while maintaining clear boundaries against negative behaviors. The Access Coordinator will engage with communities and stakeholders to inform them about NRC's mandate and activities, identify access constraints, and negotiate access with local authorities and other actors. This position demands a proactive approach to developing strategies and tools for effective access management, as well as the ability to conduct training sessions for partner organizations on humanitarian negotiation and access.

Duties and Responsibilities:
  • Ensure compliance with NRC policies, manuals, directives, and operational procedures regarding humanitarian access.
  • Execute systems and procedures at the field level, preparing and submitting reports and analyses related to access issues.
  • Maintain proper archiving of all relevant documents.
  • Provide technical support to operational teams and train staff on humanitarian access topics.
  • Collaborate with program teams to ensure actions taken on the ground promote NRC's acceptance while setting clear boundaries against negative behaviors.
  • Participate in field actions to facilitate networking with state actors, community leaders, armed groups, and humanitarian actors necessary for optimal activity implementation.
  • Interact with communities and stakeholders to inform them about NRC's mandate and activities, ensuring guarantees of access for NRC personnel.
  • Identify access constraints and share them with the HSS Manager using the access constraint collection tool.
  • Maintain an updated mapping of stakeholders, their relationships, and interests in the area. 1
  • Support partner NGOs in assessing access in project implementation areas. 1
  • Lead the participatory development of access frameworks, strategies, methods, and tools. 1
  • Produce and share synthesized reports and analyses on access trends. 1
  • Negotiate access with state actors and local stakeholders under the guidance of the HSS Manager. 1
  • Organize capacity development for teams on access principles and negotiation through advisory support, training, and mentoring. 1
  • Assist the HSS in developing an access strategy tailored to the intervention context. 1
  • Conduct training sessions for partner organization staff on humanitarian negotiation and access.

Required Qualifications:
  • Professional experience as a security" style="border-bottom: 1px dotted #007bff !important;">security and/or access manager in a humanitarian, complex, and unstable context.
  • Field staff experience in humanitarian settings.
  • Understanding of the context and expertise in programmatic implementation.
  • Experience in humanitarian negotiation.
  • Significant experience in conducting training sessions.
  • Strong analytical skills related to security.
  • Proficiency in computer tools (Excel, Word, Internet, and mapping software).
  • Personal attributes such as professionalism, rigor, efficiency, determination, attention to detail, willingness to improve, listening skills, ability to advise, influence, and convince, coaching skills, good stress management, open-mindedness, networking ability, and sociability.
  • Availability for frequent and extended field missions (approximately 50% of total working time).

Educational Background:
A relevant degree in a field related to humanitarian work, security management, or social sciences is preferred. Additional certifications in humanitarian access, negotiation, or security management would be advantageous.

Experience:
The position requires a minimum of 3-5 years of relevant experience in humanitarian access or security management, particularly in complex and unstable environments. Experience working with NGOs or international organizations is highly desirable.

Languages:
Fluency in French is mandatory, and proficiency in English is considered an asset. Knowledge of local languages spoken in the Democratic Republic of Congo would be beneficial.
