Job Overview: The Senior Central PEI Officer will play a crucial role in supporting the implementation of the Polio Supplementary Immunization Activities (SIAs) campaign and Routine Immunization in the province. This position requires close collaboration with the Ministry of Public Health and involves planning, supervising, and monitoring immunization activities. The officer will be responsible for conducting field visits to assess the performance of Permanent Polio Teams and other interventions, collecting and analyzing data related to campaigns, and providing evidence-based feedback to partners. The role also includes reporting on the progress of immunization activities and facilitating training for national staff, thereby contributing to the overall goal of enhancing public health initiatives in the country.
Duties and Responsibilities:
Assist the Ministry of Public Health in planning, supervising, and monitoring supplementary immunization activities (SIAs) in Afghanistan.
Conduct regular field visits to monitor the performance of Permanent Polio Teams and other special interventions in selected provinces and districts.
Collect, review, and analyze campaign and post-campaign data, presenting findings in meetings at various levels.
Coordinate with partners in the Polio Eradication Initiative (PEI) and provide evidence-based feedback for solution-oriented actions.
Prepare and submit regular reports to the Ministry of Public Health before and after each SIA, ensuring close coordination with health and social sector partners.
Monitor the progress of SIAs, Acute Flaccid Paralysis (AFP) surveillance, and routine immunization efforts, providing timely feedback for necessary actions.
Facilitate and monitor training and capacity-building activities for national staff.
Participate in internal reviews and represent the organization at national and international conferences.
Assist the Ministry of Public Health in strengthening routine EPI activities at all levels. 1
Support Team Leader and Deputy Team Leaders with assigned tasks and submit monthly activity plans and reports.
Required Qualifications: The position requires more than 10 years of experience in the Polio Eradication Initiative (PEI) program or equivalent experience. A medical degree is essential, along with a results-oriented approach in the context of the PEI program. Candidates must demonstrate strong leadership skills, negotiation abilities, and proficiency in planning, overseeing, and supervising PEI activities. Excellent presentation and report writing skills are necessary, as well as a good command of English and local languages. Proficiency in Microsoft Office applications is also required, along with the ability to work harmoniously in a team and adapt to diverse cultural backgrounds.
Educational Background: Essential educational qualifications include the completion of a medical degree (MD/Bachelor of Medicine). A Master's degree in any Public Health discipline is desirable but not mandatory.
Experience: Candidates must have more than 10 years of relevant experience specifically in Polio and Routine Immunization activities. Experience working within the UN or NGO systems is considered an asset.
Languages: A good knowledge of English is mandatory, and fluency in the local language is also required to effectively communicate with local stakeholders and partners.
Additional Notes: The position is expected to involve regular field visits, which may require working long hours and weekends. WHO maintains a zero-tolerance policy towards sexual exploitation and abuse, and all candidates will undergo background verification to ensure compliance with this policy.
