Job Overview:
The Project Officer for Education for Health and Well-being will work under the authority of the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Education and will be responsible for the planning, implementation, and monitoring of UNESCO’s initiatives related to health education in Namibia. This role involves leading the O3 Project and the O3 PLUS project, which aim to enhance health, education, and gender equality outcomes for young people in higher education institutions. The incumbent will provide technical expertise in comprehensive sexuality education, sexual and reproductive health, and gender-related issues, ensuring that these themes are integrated into educational frameworks and practices. The position requires collaboration with various stakeholders, including government ministries, educational institutions, and civil society organizations, to promote effective health education strategies and interventions.

Duties and Responsibilities:
The Project Officer will have a comprehensive set of responsibilities, including:
  • Leading the implementation and monitoring of the O3 Project in Namibia, identifying opportunities for UNESCO's engagement in policy development related to health education.
  • Overseeing the O3 PLUS project in higher education institutions, facilitating the institutionalization of comprehensive sexuality education and related services.
  • Supporting capacity-building initiatives for curriculum developers and educators to deliver transformative health education.
  • Conducting research and evaluations to inform decision-making and enhance program effectiveness.
  • Planning and budgeting for health education initiatives, ensuring timely reporting and compliance with financial guidelines.
  • Representing UNESCO in relevant forums and maintaining partnerships with national and international stakeholders.
  • Engaging in resource mobilization efforts to secure funding for health education programs.

Required Qualifications:
Candidates must possess an advanced university degree (Masters or equivalent) in education, social sciences, public health, or a relevant field. They should have at least four years of relevant work experience in sexual and reproductive health and education, including curriculum development, monitoring and evaluation, and advocacy. Experience in policy design and resource mobilization is also essential. Candidates should demonstrate strong skills in budget management, technical writing, and partnership building, as well as the ability to work under pressure and meet deadlines.

Educational Background:
An advanced university degree (Masters or equivalent) in education, social sciences, public health, or a relevant field is required. A Ph.D. or equivalent in a related field is desirable and may enhance a candidate's competitiveness for the position.

Experience:
The position requires a minimum of four years of relevant work experience in areas related to sexual and reproductive health and education. Candidates should have experience in curriculum development, learning assessment, and monitoring and evaluation, as well as in policy and strategy design and advocacy in the field of sexual and reproductive health.

Languages:
Excellent knowledge of English, both oral and written, is mandatory. Fluency in at least one local language is also required, while knowledge of another official UNESCO language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.

Additional Notes:
The position is a project appointment for a duration of one year, with the possibility of extension based on performance and funding availability. It is open to both internal and external candidates, but only nationals of Namibia are eligible to apply. The role is full-time, and the approximate annual starting salary is 905,716 Namibian dollars, with benefits including annual leave, medical insurance, and a pension plan.
