Job Overview:
The Central PEI Officer will play a crucial role in supporting the implementation of Polio Supplementary Immunization Activities (SIAs) and Routine Immunization across various provinces in Afghanistan. This position requires close collaboration with the Ministry of Public Health and involves planning, supervising, and monitoring immunization activities. The officer will conduct monthly program reviews, develop action plans, and carry out field visits to ensure the effectiveness of the immunization campaigns. The role also includes data collection and analysis, coordination with partners, and providing regular reports to the Ministry of Public Health. The Central PEI Officer will be instrumental in strengthening routine immunization activities and facilitating training for national staff, ensuring that the immunization efforts are efficient and impactful.

Duties and Responsibilities:
  • Assist the Ministry of Public Health in planning, supervising, and monitoring supplementary immunization activities (SIAs) in Afghanistan.
  • Conduct monthly program reviews and assist in developing action plans for each Regional Polio Officer.
  • Carry out regular field visits to monitor the performance of Permanent Polio Teams and other interventions in selected provinces.
  • Collect, review, and analyze campaign and post-campaign data, presenting findings in meetings.
  • Coordinate with partners in the Polio Eradication Initiative (PEI) and provide evidence-based feedback for solution-oriented actions.
  • Provide regular reports to the Ministry of Public Health before and after each SIA and coordinate with health and social sector partners.
  • Monitor the progress of SIAs, AFP surveillance, and routine immunization, providing timely feedback for actions.
  • Facilitate and monitor training and capacity-building activities among national staff.
  • Assist in strengthening routine EPI activities at all levels. 1
  • Support Team Leader/Deputy Team Leaders with assigned tasks and submit monthly activity plans and reports.

Required Qualifications:
• Over 8 years of experience in the Polio Eradication Initiative (PEI) program or equivalent experience. • Medical Degree. • Results-oriented approach in the context of the PEI program. • Proven leadership skills to guide and manage a team effectively. • Strong negotiation skills and experience in planning, overseeing, and supervising PEI activities. • Excellent presentation skills for conveying technical facts to PEI partners and in report writing. • Proficient in English and local languages. • Competent in Windows Office 2010 or higher. • Ability to work harmoniously in a team and adapt to diverse educational and cultural backgrounds while maintaining high standards of conduct. • Willingness to conduct regular field visits and work long hours and weekends when required.

Educational Background:
Essential: Completion of a medical degree (MD/Bachelor of Medicine). Desirable: A Master's degree in any Public Health discipline would be an advantage.

Experience:
Essential: More than 8 years of relevant experience in Polio and Routine Immunization activities. Desirable: Relevant experience within the UN and NGO systems would be beneficial.

Languages:
Good knowledge of English is mandatory, and fluency in the local language is required.
