Job Overview:
The Project Manager for Education Pour Tous (PM EPT) will work under the supervision of the Program Director and collaborate closely with various department managers to implement the EPT project in alignment with Mercy Corps CAR's country strategy. This position is crucial for supporting the project portfolio with a growing team of support and quality staff, enhancing the quality of implementation through capacity building, reflection, and adaptation of lessons learned. The PM EPT will lead the implementation of the Education Pour Tous project, which is a multi-year initiative financed by AFD and executed in collaboration with a consortium of three international NGOs: FCA (Lead), Mercy Corps, and ALIMA. The project targets schools and communities in four sub-prefectures of Mambéré-Kadéï and aims to reduce inequalities and ensure a just, peaceful, and inclusive future for children and adolescents in the Central African Republic. The PM EPT will ensure that all interventions are of the highest technical quality, integrating Mercy Corps' minimum standards and ensuring effective monitoring and reporting processes.

Duties and Responsibilities:
The PM EPT will be responsible for a wide range of duties, including:
  • Contributing to the development of Mercy Corps' WASH and Protection strategies based on a strong understanding of the local context.
  • Designing viable strategies that respect local culture and are sensitive to the population's needs.
  • Leading the EPT program teams through the overall planning process and identifying opportunities for additional programming.
  • Overseeing the implementation of WASH and Protection activities, ensuring compliance with grant requirements and Mercy Corps standards.
  • Conducting regular site visits to provide hands-on training to field staff and ensuring high-quality documentation and reporting.
  • Collaborating with the MEL team to promote adaptive management and evidence gathering.
  • Building the capacity of team members and ensuring effective communication with local authorities and stakeholders.
  • Preparing procurement plans and managing grant budget lines related to technical areas.
  • Ensuring that all interventions adhere to Mercy Corps' Gender Policy and accountability standards. 1
  • Developing the capabilities of the project team and promoting a work environment of mutual respect and accountability.

Required Qualifications:
Candidates must possess a university degree (at least BAC +5) in a relevant field such as WASH, Protection, Social Sciences, Economics, Civil Engineering, or Hydraulics. They should have at least 5 years of general experience in management, WASH, Protection, or development programs, with a minimum of 3 years in a supervisory role, preferably with an international organization. Knowledge of AFD requirements and experience working with various donors, including USAID and AFD, is essential. Candidates should demonstrate the ability to work independently, manage multiple tasks, and meet deadlines. Excellent writing and speaking skills in French are mandatory, with English preferred. An internationally recognized qualification in project or program management is desirable, along with previous experience in Francophone Africa and knowledge of Sphere standards.

Educational Background:
A university degree (at least BAC +5) in a relevant field such as WASH, Protection, Social Sciences, Economics, Civil Engineering, or Hydraulics is required for this position. Candidates should have a strong academic background that supports their understanding of the complexities involved in managing projects in challenging environments.

Experience:
Candidates should have a minimum of 5 years of general experience in management, WASH, Protection, or development programs, with at least 3 years in a supervisory position. Relevant experience in managing large projects or working at the country office level is an asset. Experience in community development, WASH, Protection, cash programming, livelihoods, and agriculture is also beneficial. Candidates should demonstrate the ability to work independently and manage a multi-tasking workload effectively.

Languages:
Fluency in French is mandatory, and proficiency in English is preferred. Candidates should possess excellent writing and speaking skills in both languages to effectively communicate with diverse stakeholders and ensure high-quality reporting.

Additional Notes:
This position is based in Berberati, Central African Republic, and will require up to 50% travel to field locations, which may include insecure areas with limited amenities. The role is unaccompanied for spouses and/or children, and candidates should be prepared for a volatile security" style="border-bottom: 1px dotted #007bff !important;">security situation in CAR.
