The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. The organization operates in 26 countries and employs around 3,200 people, including expatriates, national staff, and volunteers. SI has been present in Niger since 2020, providing emergency humanitarian assistance and recovery efforts in the Tillabéry region, focusing on water, hygiene, sanitation, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, and shelter for displaced populations and host communities. The organization has three operational bases in Niger, with the main office located in Niamey, employing approximately 60 staff members and 8 expatriates.

Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director is the official representative of Solidarités International in Niger and is responsible for the overall functioning of the mission. This role involves proposing a mission strategy based on the geopolitical and humanitarian context and ensuring its implementation once validated. The Country Director is tasked with controlling and guaranteeing that projects are executed in accordance with the charter of Solidarités International and internal and contractual procedures. This position also requires mobilizing the necessary material and financial resources for effective program management and supervising their execution. The Country Director coordinates the teams in place and ensures their safety during the mission. Additionally, this role involves direct communication with the headquarters of Solidarités International. In the first two to three months, the candidate is expected to have a strong focus on strategic and programmatic development, donor engagement, and external representation, contributing to increasing the visibility of Solidarités International and expanding its humanitarian footprint geographically and sectorally.

Duties and Responsibilities:
  • Represent Solidarités International officially in Niger and ensure the smooth operation of the mission.
  • Develop and propose mission strategies based on the geopolitical and humanitarian context.
  • Ensure the implementation of validated strategies and control project execution in line with organizational charters and procedures.
  • Mobilize necessary resources for program management and oversee their execution.
  • Coordinate and manage teams, ensuring their safety and well-being.
  • Engage with external stakeholders to enhance the visibility and impact of Solidarités International.
  • Monitor and assess the security situation in Niger, adapting strategies as necessary.
  • Report regularly to the headquarters on mission progress and challenges.
  • Foster a collaborative and inclusive work environment among team members. 1
  • Ensure compliance with all legal and regulatory requirements in the country of operation.

Required Qualifications:
  • Master’s degree in humanitarian project management or a related field.
  • Minimum of 5 years of experience in the humanitarian sector.
  • 0-2 years of experience in a similar position.
  • Proven experience in managing humanitarian operations in high-security volatility contexts.
  • Strong understanding of the sectors and modalities of intervention of Solidarités International in Niger, particularly in water, hygiene, sanitation, and food security.
  • Experience in strengthening accountability procedures and processes, including PSEA (Prevention of Sexual Exploitation and Abuse).
  • Excellent management skills and strategic vision.
  • Strong analytical skills regarding the context and agendas of various stakeholders.
  • Exceptional representation skills, with clarity and ease in oral and written communication.

Educational Background:
A Master’s degree in humanitarian project management or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage humanitarian projects and lead teams in challenging environments.

Experience:
Candidates must have a minimum of 5 years of experience in the humanitarian sector, with at least 0-2 years in a similar position. This experience should include managing operations in contexts characterized by high security volatility and significant access challenges. The candidate should demonstrate a proven track record of successful project management and team leadership in humanitarian settings.

Languages:
Fluency in French is mandatory, and proficiency in English is also required. These language skills are essential for effective communication with local teams, stakeholders, and international partners.

The position is a short-term contract with a duration of 2 years, starting on March 15, 202
  • The salary is based on experience, starting from EUR 3740 gross per month, which includes a base salary of EUR 3400 plus a 10% annual leave allowance paid monthly. Additionally, there is a monthly per diem of USD 55
  • The organization covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and a system of risk coverage including war risks. Vaccination and necessary malaria treatment costs are reimbursed. The living conditions in Niamey offer leisure opportunities, and the expatriate community is quite active. The Country Director may visit various mission bases if the security context allows.
