Job Overview:
The Publications Manager will oversee the operational workplan and activities for the WPRO publishing program. This includes managing the production of publications, dissemination, promotional activities, and participation in global and regional meetings related to publications. The role requires a strong focus on quality assurance, adherence to WHO's brand guidelines, and effective communication with various stakeholders, including WHO country representatives and technical units. The incumbent will also mentor team members, ensuring efficient service delivery and continuous improvement in work processes. The position demands a proactive approach to tracking ongoing projects and maintaining high standards in publication management.

Duties and Responsibilities:
  • Manage and monitor the implementation of the operational workplan for the WPRO publishing program, ensuring timely production and dissemination of publications.
  • Review product proposals and requests for publishing articles, providing guidance for completion and clearance.
  • Conduct final proofreading of formatted publications to ensure quality and adherence to brand standards.
  • Develop and maintain a follow-up mechanism to track ongoing products and their progress.
  • Mentor and guide team members, managing workloads and facilitating skills development.
  • Coordinate updates of promotional materials and channels with the latest WHO publications.
  • Initiate communication with regional journals and organizations for joint promotional activities.
  • Provide guidance to WHO country representatives on publication needs and compliance with global guidelines.
  • Manage graphic design, printing services, and translations for publications, evaluating supplier quotations for quality and cost-effectiveness. 1
  • Maintain records of publication sales and distribution, preparing performance reports and monitoring royalty payments. 1
  • Prepare promotional materials and set up booths for events, ensuring effective outreach and visibility of publications.

Required Qualifications:
  • Completion of secondary education supplemented by training in publications and office administration.
  • A university degree in mass communications or a related field is desirable.
  • A minimum of ten years of experience in administrative management of health-related publications is essential.
  • Related experience within WHO or another United Nations agency is desirable.
  • Knowledge of WHO rules, regulations, and operational support procedures is essential.
  • Proven team management, mentoring, and facilitation skills are required.

Educational Background:
Essential: Completion of secondary education supplemented by training in publications and office administration. Desirable: A university degree in mass communications or a related field.

Experience:
The position requires a minimum of ten years of experience in administrative management of health-related publications. Experience within WHO or another United Nations agency is considered an asset. The candidate should have a strong background in managing publication processes and a thorough understanding of the health sector.

Languages:
Essential: Excellent knowledge of English and the local language. Desirable: Knowledge of French or Chinese is an advantage.

Additional Notes:
The position offers an annual net base salary starting at PHP 1,095,086, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. This vacancy notice may be used to fill other similar positions at the same grade level.
