Job Overview: The Chargé de Programme EDM will be responsible for providing technical assistance in the development, implementation, and monitoring of policies, strategies, and plans related to pharmaceuticals and health products. This role involves supporting the Ministry of Health in coordinating national actors and technical partners in the pharmaceutical sector, facilitating communication between the WHO and various stakeholders, and ensuring the effective execution of available funds. The position also requires contributing to the strengthening of human resources in the pharmaceutical sector and enhancing the capacities of stakeholders in relevant areas such as procurement, regulation, and rational use of medicines. The Chargé de Programme will play a crucial role in adapting WHO standards and guidelines to the local context and ensuring their implementation.
Duties and Responsibilities:
Provide technical assistance for the development, implementation, and monitoring of pharmaceutical policies and strategies.
Support the Ministry of Health in coordinating national actors and technical partners in the pharmaceutical sector.
Assist in identifying priority interventions and developing work plans for their implementation.
Contribute to the strategy for strengthening human resources in the pharmaceutical sector.
Enhance the capacities of stakeholders in procurement, regulation, and rational use of medicines.
Adapt WHO standards and guidelines for the pharmaceutical sector and ensure their implementation.
Strengthen the national pharmaceutical supply system and improve logistics management.
Contribute to regulatory functions to ensure the quality of health products.
Engage in activities related to combating substandard and falsified medicines. 1
Promote traditional medicine and support research in improved traditional medicines. 1
Assist in strengthening blood safety and increasing secure blood collection. 1
Participate in regional cooperation initiatives, particularly with the African Medicines Agency and East African Community. 1
Mobilize resources and promote transparency and good governance in the pharmaceutical sector. 1
Interact dynamically with pharmaceutical advisors from other countries and WHO regional offices. 1
Perform any other tasks assigned by the direct supervisor and WHO Representative.
Required Qualifications: Essential: A university degree in Pharmacy or an equivalent qualification. Desirable: Additional qualifications in public health or training in procurement management, pharmaceutical regulation, medical biology, or related fields would be an asset.
Educational Background: Candidates must hold a university degree in Pharmacy or an equivalent qualification. Additional qualifications in public health or related fields are desirable and would enhance the candidate's profile.
Experience: Essential: At least five years of experience in pharmaceutical regulation, procurement systems, and public health at the central level. Strong expertise in procurement management, stock management, and quality assurance in supply systems is required. Desirable: Familiarity with health system strengthening and administrative procedures with partners. Practical experience in similar positions within the UN system or other international institutions is an advantage.
Languages: Essential: Expert knowledge of French is required. Desirable: Intermediate knowledge of English is beneficial.
Additional Notes: The position offers an annual base salary starting at BIF 78,964,000, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
