Job Overview:
The Cross-Cutting Lead position is designed to ensure programmatic coherence and integration across different functional areas within the Department. The role emphasizes collaboration among teams, technical experts, and various areas of specialization to identify overlaps, gaps, and opportunities for more effective program delivery on cross-cutting issues. The incumbent will not only serve their immediate team but also propose and implement tailored solutions that connect various areas of expertise. This position is crucial for overcoming silo mentalities and fostering a culture focused on impact. The Cross-Cutting Lead will act as a thematic lead and project manager, focusing on cross-cutting issues while developing technical delivery strategies and representing the Department in various forums.

Duties and Responsibilities:
The duties of the Cross-Cutting Lead include identifying gaps and opportunities among thematic issues across the Department, serving as a thematic lead and project manager, forming project-limited groups of technical specialists, and providing input on performance evaluations. The incumbent will develop technical delivery strategies for implementing cross-cutting results and initiatives, liaising with regional and country counterparts to strengthen technical capacity. Additionally, the Cross-Cutting Lead will represent specific thematic areas internally and externally, providing technical expertise to the health cluster department and ensuring inclusive accountability through research and training initiatives.

Required Qualifications:
Candidates must possess an advanced level university degree (Master's degree) in anthropology, social sciences, public health, or sociology. Essential qualifications include at least seven years of relevant experience with proven international exposure in programmatic coordination or management, ideally within an international organization. Experience in health/technical policies and strategies, as well as managing human and financial resources, is also required. Candidates should demonstrate a mature skill set in mobilizing staff and motivating teams, along with proven project management skills.

Educational Background:
The educational background required for this position includes an advanced level university degree (Master's degree) in relevant fields such as anthropology, social sciences, public health, or sociology. This advanced degree is essential for understanding the complexities of health issues and the necessary strategies to address them effectively.

Experience:
The position requires at least seven years of relevant experience, with a strong emphasis on international exposure in coordination and management of programmatic activities. Candidates should have demonstrated experience in health/technical policies and strategies, as well as managing human and financial resources. Experience at the international level is essential, indicating a familiarity with global health issues and the ability to work in diverse cultural contexts.

Languages:
Expert knowledge of English is essential for this position. While not mandatory, proficiency in additional languages may be considered advantageous, particularly in languages relevant to the regions where WHO operates.

The position offers a competitive remuneration package, starting with an annual base salary of USD 77,326, along with a variable post adjustment reflecting the cost of living in Kabul. Benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
