Job Overview:
The Programme Management - Senior Officer (National Coordinator) position is crucial for the effective implementation of the Small Grants Programme (SGP) in Haiti. The incumbent will work under the direct supervision of the SGP Regional Focal Point and will coordinate closely with the SGP Country Programme team, National Steering Committee members, and the UNDP Country Office team. The role involves managing the SGP Country Programme team, developing and implementing annual work plans, and ensuring the financial integrity of the programme. The Senior Officer will also be responsible for monitoring and evaluating the programme's impact, fostering partnerships, and mobilizing resources to support the SGP's objectives. This position requires a proactive approach to addressing national environmental concerns and socio-economic trends that affect the SGP's work.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management - Senior Officer (National Coordinator) include:
  • Supervising the SGP Country Programme team and providing guidance and coaching.
  • Promoting effective teamwork within the team and with external stakeholders.
  • Preparing and implementing annual work plans with strategic initiatives and co-financing targets.
  • Managing the SGP grant allocations and ensuring adherence to financial regulations.
  • Organizing stakeholder workshops and project development sessions.
  • Overseeing ongoing SGP grant projects and conducting field visits for monitoring.
  • Planning and serving as secretary to National Steering Committee meetings.
  • Reporting on programme implementation status and undertaking monitoring and evaluation of projects.
  • Establishing partnerships with stakeholders and developing resource mobilization strategies. 1
  • Documenting lessons learned and best practices for knowledge management.

Required Qualifications:
The required qualifications for this position include:
  • Advanced university degree (Master’s or equivalent) in environment, natural resource management, environmental economics, development, business administration, or a related discipline.
  • At least three years of relevant work experience in environment, development work, monitoring & evaluation, or related fields.
  • Excellent teamwork, people management, and interpersonal skills.
  • Strong analytical, writing, and communication skills.
  • Proficiency in standard computer software, including word-processing, spreadsheets, and presentations.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as environment, natural resource management, environmental economics, development, or business administration. This educational background is essential to understand the complexities of the SGP and its alignment with national and global environmental goals.

Experience:
Candidates should have a minimum of three years of experience in relevant fields such as environment, development work, monitoring & evaluation, or related areas. This experience may include work in NGOs, research, programme/project management, inclusive growth, livelihoods, poverty reduction, and sustainable development. The role requires strong managerial skills and the ability to lead teams effectively.

Languages:
Fluency in French (writing, reading, and speaking) is mandatory for this position. Additionally, fluency in English (writing, reading, and speaking) is also required. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to communicate in a diverse work environment.

Additional Notes:
The position is classified as a Local ICA Specialist at the LICA Specialist-9 level, with a contract duration until 30 June 2025, subject to extension based on organizational requirements, availability of funds, and satisfactory performance.
