Job Overview:
The position of Responsable Administration Projet (RAP) in Obo, Central African Republic, is crucial for ensuring the effective management of administrative, human resources, and financial resources of the project. The RAP will be responsible for organizing the administrative management of both national and international personnel, overseeing qualitative management, and ensuring the financial means necessary for operational decisions. The role requires adherence to ALIMA's policies and procedures, ensuring compliance with legal obligations, and maintaining a functional organization of financial and human resources. The RAP will also be involved in the management of project accounting, treasury, and budget, ensuring that all financial activities align with the project's objectives and donor requirements. This position is vital for supporting the operational needs of the project while ensuring that the team is well-managed and that resources are utilized effectively.

Duties and Responsibilities:
The RAP will have a wide range of responsibilities including:
  • Ensuring compliance with ALIMA's administrative and financial rules and procedures.
  • Organizing the functional management of financial and human resources for the project.
  • Monitoring the use of financial, human, and material resources.
  • Supporting and supervising the project team.
  • Managing project accounting, including cash management, expense tracking, and monthly financial reporting.
  • Ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of project funds and compliance with procurement procedures.
  • Overseeing the administrative management of personnel, including payroll, social contributions, and contract management.
  • Facilitating recruitment processes and ensuring adherence to ALIMA's recruitment policies.

Required Qualifications:
Candidates must have at least 3 years of experience in a similar role with a comparable volume of activity (budget of at least 1 million euros) in a humanitarian or medical context. Candidates should possess strong analytical, organizational, and listening skills, along with a critical mindset and the ability to propose solutions. Flexibility, stress management, and the ability to work in multicultural environments are also important qualities.

Educational Background:
A higher education degree in administration, financial management, or human resources management is preferred. Proficiency in MS Office, particularly Excel, is required, and familiarity with SAGA and Homère is considered an asset.

Experience:
A minimum of 3 years of relevant experience in a similar position is required, particularly in managing budgets and human resources in a humanitarian or medical setting. Experience in team management and personnel development is also necessary.

Languages:
Fluency in French (reading, writing, speaking) is mandatory for this position. Knowledge of additional languages may be considered an advantage but is not required.

Additional Notes:
The position is a fixed-term contract (CDD) under French law for 6 months, with the possibility of extension. The start date is as soon as possible. The salary will be based on the candidate's level of experience and will include a daily per diem. ALIMA covers travel expenses between the expatriate's home country and the mission location, provides shared accommodation at the project base, and offers 2.08 days of leave per month. Medical coverage is provided from the first day of the contract until one month after leaving the mission country for the employee and their dependents. ALIMA also has a break policy every 3 months for missions lasting 6 months, and evacuation support is available for employees.
