Job Overview:
The Partnership-Building Officer will play a crucial role in the ILO's project aimed at improving worker rights in rural sectors of the Indo-Pacific, particularly focusing on women workers. This position involves strengthening partnerships at national, regional, community, and sectoral levels to enhance the project's objectives. The officer will provide technical advice, assist in developing implementation agreements with project partners, and support capacity-building initiatives related to labor standards, occupational safety and health (OSH), and gender equality. The role requires active participation in meetings and consultations to foster collaboration and promote the project's goals. Additionally, the officer will coordinate communications and advocacy strategies, ensuring effective documentation and reporting of project successes and good practices.

Duties and Responsibilities:
  • Strengthen partnerships across various levels to enhance workers' rights in rural sectors.
  • Provide technical advice to the national project manager for developing and delivering Implementation Agreements with partners.
  • Assist project partners in coordinating resources and conducting capacity-building campaigns on labor standards, OSH, and gender equality.
  • Support capacity-building activities related to labor standards and OSH.
  • Monitor project context, update risk registers, and develop strategies for sustainable partnerships.
  • Represent the project in meetings and conferences to identify common interests and promote collaboration.
  • Coordinate the project's communications and advocacy strategy, including documenting successes and good practices.
  • Manage project-related communications, including developing promotional materials and engaging with media.
  • Perform additional duties as assigned by the Project Manager and Director of CO-Manila, including organizing conferences and training sessions.

Required Qualifications:
Candidates must possess a university degree in Economics, Business Administration, Management, Social Sciences, International Development, or a related field, demonstrating expertise in relevant areas. A strong understanding of labor issues, particularly in relation to OSH and gender equality, is essential. Familiarity with ILO policies and procedures is advantageous. Candidates should also exhibit proven abilities in maintaining strategic relationships with stakeholders, negotiating effectively, and facilitating meetings among diverse groups.

Educational Background:
A university degree in a relevant field such as Economics, Business Administration, Management, Social Sciences, or International Development is required. The degree should be complemented by demonstrated expertise in labor issues, particularly those affecting rural sectors and gender equality.

Experience:
A minimum of two years of experience engaging with stakeholders on labor issues, including OSH and gender equality, is required. Experience working in rural areas, particularly in agriculture, fishing, or mining, is considered an advantage. Familiarity with ILO policies and procedures would also be beneficial.

Languages:
Excellent written and spoken command of English is mandatory. The ability to communicate effectively in other languages may be considered an asset, but English proficiency is essential for this role.

Additional Notes:
This position is a fixed-term contract for two years, with the possibility of extension based on various factors, including funding availability and project needs. The entry-level salary for this position is 1,322,652 Philippine pesos annually, net of pensionable remuneration, based on the UN Salary Scale for the National Officer category, effective November 202
