Job Overview: The HR Associate position is integral to the Division of Administration and Finance (DAF) at WHO, specifically within the Human ResourcesManagement Unit (HRM). The role involves supporting the recruitment process for Fixed-term and Temporary Staff across various categories. The HR Associate will assist in drafting vacancy notices, screening applicants, coordinating interviews, and managing recruitment logistics. Additionally, the position requires providing comprehensive HR support, including contract administration, separation formalities, and maintaining efficient tracking systems for HR cases. The HR Associate will also liaise with the Global Service Centre and various Budget Centers within WHO to ensure effective communication and information sharing. This role is crucial for enhancing the efficiency of HR processes and supporting the overall mission of WHO.
Duties and Responsibilities:
Assist in recruitment activities by drafting and ensuring the accuracy of vacancy notices, posting them on relevant platforms, and creating screening questions.
Conduct preliminary screening of applicants based on established criteria and prepare spreadsheets for review by HR Officers and selection panels.
Organize all logistics for interviews and testing, including scheduling, preparing panel files, and arranging necessary facilities.
Conduct reference searches and maintain candidate profiles in the Global Management System (GSM).
Prepare preliminary selection panel reports and selection background documentation for approval.
Provide timely assistance to staff members and applicants regarding selection processes and HR matters.
Manage contract administration and separation formalities for staff members.
Maintain an updated tracking system for HR cases, ensuring efficient management and record-keeping.
Draft formal HR correspondence and reports for staff and management. 1
Contribute to the development and improvement of internal HR processes. 1
Organize meetings and selection panels, ensuring all documentation is complete. 1
Act as the focal point for administrative inquiries related to HR topics. 1
Collaborate with different Budget Centers to share information and develop contacts. 1

Required Qualifications: Essential qualifications include completion of secondary school with additional training in administrative or HR work. Desirable qualifications include higher education relevant to the position. Candidates must possess strong analytical skills, excellent organizational abilities, and a high level of discretion and tact. The ability to draft clear and grammatically correct documents in English is essential, along with customer orientation and cultural sensitivity. Familiarity with WHO rules and procedures is considered an advantage.
Educational Background: Candidates must have completed secondary education, supplemented by training in administrative or HR functions. Additional higher education in a relevant field is desirable. WHO only recognizes qualifications from accredited institutions listed in the World Higher Education Database (WHED).
Experience: Candidates should have a minimum of 5 years of relevant experience in administrative functions, particularly in supporting HR functions. Experience within WHO or another UN agency, especially in Human Resources, is considered desirable.
Languages: Expert knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be advantageous but is not required.
Additional Notes: The position offers an attractive remuneration package, including an annual net base salary starting at PHP 799,973, subject to mandatory deductions. Staff members receive 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
