Job Overview:
The Community Mobilization Program Manager will oversee the WASH programs in Rakhine State, specifically in Sittwe and surrounding areas. The role involves evaluating the current team and methodologies, developing capacity-building plans, and adapting methodologies to promote behavior change among the communities served. The manager will work closely with local partners and the coordination-team" style="border-bottom: 1px dotted #007bff !important;">Coordination team based in Yangon to ensure effective implementation of emergency response projects and sustainable solutions to protracted crises. The position requires a proactive approach to monitoring activities and recommending improvements, all while navigating the challenges posed by the local security" style="border-bottom: 1px dotted #007bff !important;">security context and limited access to certain areas.

Duties and Responsibilities:
  • Evaluate the technical capabilities of the team and the methodologies currently implemented in the WASH programs.
  • Develop and implement a capacity-building plan for team members to enhance their skills and effectiveness.
  • Create and adapt methodologies focused on behavior change to improve community engagement and program outcomes.
  • Monitor the implementation of activities closely, providing tools and methodologies for effective monitoring and recommendations for improvement.
  • Collaborate with local partners to ensure the successful delivery of emergency response projects.
  • Address security constraints and adapt operations as necessary to maintain safety while delivering humanitarian aid.
  • Report regularly to the Coordination team in Yangon on progress, challenges, and needs for support.

Required Qualifications:
  • Strong experience and skills in behavior change methodologies.
  • Proven experience in capacity building within a humanitarian context.
  • Ability to review and recommend improvements to Standard Operating Procedures (SOPs).
  • Autonomy and good analytical skills to assess situations and propose solutions.
  • Proactive approach to adapting methodologies according to the local context and needs.

Educational Background:
A minimum of a bachelor's degree is required, with a preference for a master's degree in public health or a related field focused on WASH (Water, Sanitation, and Hygiene).

Experience:
At least 5 years of experience in a similar position within the humanitarian sector is required. The candidate should have a strong background in managing WASH programs and working in challenging environments.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Myanmar would be an advantage but is not required.

Additional Notes:
This is a salaried position with a contract duration of 9 months. The starting salary is EUR 2365 gross per month, which includes a base salary of EUR 2150 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a system of breaks, allowing for 7 working days off every three months, along with one additional rest day per month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs.
