Job Overview:
The Technical Coordinator for Universal Health Coverage/Healthier Populations will play a crucial role in enhancing the national public health capacity and policies in Mozambique. This position involves providing and coordinating technical and managerial expertise to promote Universal Health Coverage (UHC) and healthier populations. The incumbent will guide the development and implementation of action plans and programs in various health areas, including health promotion, social determinants of health, and the reduction of noncommunicable disease risk factors. The role requires a multisectoral approach to ensure that health systems are integrated and responsive to the needs of the population. The coordinator will work closely with national stakeholders and government entities to develop strategies and policies that align with WHO's objectives and the country's health priorities.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including but not limited to:
  • Providing technical and managerial coordination in the UHC/HP portfolio, ensuring efficient and effective implementation of activities.
  • Advising the government and national stakeholders on the development of national strategies and policies related to health promotion and disease prevention.
  • Coordinating the adaptation and implementation of evidence-based norms, standards, guidelines, and tools in health programs.
  • Developing and monitoring work plans and budgets, and following up on the implementation of planned activities.
  • Conducting data analyses and providing information on best practices in Healthier Populations programs.
  • Mobilizing resources for projects and programs through partnerships with donors and development partners.
  • Implementing capacity-building programs in health systems management and financing.
  • Serving as a technical resource for the integration of health programs and mainstreaming cross-cutting themes such as health equity and gender-based violence.
  • Representing WHO in designated forums and acting as a technical focal point for public health systems. 1
  • Promoting community outreach activities to expand health-care networks. 1
  • Performing other related responsibilities as assigned by the head of the WHO country office.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Advanced university degree (master’s) in public health or related disciplines.
  • Post-graduate training or specialization in health systems is desirable.
  • Expert knowledge of health systems capacity building and public health needs at the country level.
  • Skills in policy development, resource mobilization, and consensus facilitation.
  • Excellent communication skills for report writing and presentations to high-level audiences.
  • Ability to synthesize complex health-policy concepts and develop project proposals for resource mobilization.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s) in public health or a related field. Candidates with post-graduate training or specialization in health systems will be preferred, as this knowledge is crucial for the effective implementation of health programs and policies.

Experience:
The position requires a minimum of seven years of relevant work experience in public health, particularly in developing and implementing capacity-building policies and programs. At least three years of this experience should be in Healthier Population programs. Candidates should have demonstrated professional experience working at the country or regional level, providing technical services to Member States and partners in public health initiatives. Experience in leading teams and working in an international environment is desirable.

Languages:
Candidates must have expert knowledge of English or French, with at least a working knowledge of English. A working knowledge of Portuguese, Spanish, or Italian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of health programs.

Additional Notes:
This position offers a competitive remuneration package, starting at an annual base salary of USD 235,000, subject to deductions for pension contributions and health insurance. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
