Job Overview:
The Head of the Civil Security from Space Programme Office will oversee the management of all activities related to the Civil Security from Space (CSS) Programme. This role involves defining, consolidating, and executing the CSS Programme in coordination with other ESA directorates to achieve the Programme objectives. The successful candidate will lead the strategic, programmatic, and technical aspects of the CSS Programme, engaging with stakeholders such as civil security and crisis management actors, the satellite and terrestrial industry, and regulatory bodies including the European Commission. This position requires a strong focus on fostering new business opportunities and developing strategic partnerships to enhance the capabilities of civil security and crisis management through space technology.
Duties and Responsibilities:
The duties of the Head of the CSS Programme Office include leading the definition and consolidation of the CSS Programme strategy, establishing partnerships with stakeholders, defining and implementing the Programme Plan, identifying commercial opportunities for innovative services, leading the Rapid and Resilient Crisis Response (R3) Accelerator initiative, managing the CSS ESA Integrated Team, and providing financial management of the CSS Programme. Additionally, the role involves liaising with various ESA directorates to ensure the successful delivery of CSS and R3 objectives, as well as managing health and safety risks associated with the Programme.
Required Qualifications:
Candidates must possess a multidisciplinary knowledge relevant to the position, experience in satellite telecommunication networks or Earth observation systems, and familiarity with complex risk management processes. Knowledge of ESA's industrial development, verification, and procurement processes is also essential. Strong leadership capabilities, relationship management skills, and the ability to foster cooperation among diverse stakeholders are critical for success in this role.
Educational Background:
A master’s degree in a relevant engineering discipline is required for this position. This educational background is essential to understand the technical aspects of the CSS Programme and to effectively lead the associated initiatives.
Experience:
Candidates should have substantial experience in managing individuals or teams, with a proven track record in organizing activities and ensuring a motivating work environment. Experience in international settings and diverse functional areas relevant to ESA activities is considered an asset. The ability to manage challenging situations proactively and constructively is also important.
Languages:
The working languages of ESA are English and French. A good knowledge of one of these languages is mandatory, while knowledge of another Member State language would be considered an asset. This linguistic capability is crucial for effective communication within the agency and with external stakeholders.
