Job Overview:
The Director of the Division of Integrated Services plays a crucial role in managing the delivery of integrated services within the Office of the Prosecutor at the ICC. This position involves overseeing the provision of essential services that support the Office's mandate, including forensic science, information management, language support, and tracking and information fusion. The Director is responsible for ensuring that the Office is equipped with the necessary technologies and resources to operate efficiently and effectively. This role requires a strategic approach to service delivery, with a focus on high quality and cost efficiency. The Director will work closely with heads of sections and units to develop innovative strategies that leverage modern tools and advanced technologies to enhance the Office's effectiveness. The position demands strong leadership skills, as the Director will lead a diverse team and coordinate efforts across various sections to achieve the Office's objectives.

Duties and Responsibilities:
Under the direction of the Prosecutor, the Director of the Division of Integrated Services will be responsible for the following:
  • Ensuring effective distribution of roles and coordination between the Division of Integrated Services, Registry divisions, and external partners to provide adequate services to the Office of the Prosecutor.
  • Identifying and implementing technology strategies to optimize operations and support the Office's objectives.
  • Leading and managing the performance of the Division, ensuring that service delivery meets established objectives and quality standards.
  • Aligning the Division's strategy, gender policy, culture, and leadership with the vision of the Office.
  • Overseeing the administration of the Division, including recruitment, training, appraisals, resource allocation, and financial management to ensure compliance with budgetary constraints.
  • Representing the Office in the Court-wide Information Management Governance Board and ensuring a holistic approach across the Division and the Office.

Required Qualifications:
Candidates must possess an advanced university degree in management and operations, public or business administration, ICT, forensic sciences, or a relevant certification from a military or police academy. Alternatively, a first-level university degree combined with two additional years of qualifying experience is acceptable. A minimum of fifteen years of experience in change management, operations, or service management is required, with seventeen years needed if holding a first-level university degree. Candidates should demonstrate experience in senior management functions, including strategy design, performance management, and organizational development. Experience in information and knowledge management, as well as criminal investigations with forensic support, is essential. Additionally, experience in a multicultural environment and international organizations is highly valued.

Educational Background:
The position requires an advanced university degree in relevant fields such as management and operations, public or business administration, ICT, or forensic sciences. Candidates with a first-level university degree and additional qualifying experience may also be considered. Relevant certifications from military or police academies are acceptable as equivalent qualifications.

Experience:
The ideal candidate should have at least fifteen years of experience in management, operations, or service management, with a preference for those who have seventeen years of experience if they hold a first-level university degree. This experience should include senior management roles that involve designing strategies, managing performance and risks, and creating effective organizational structures. Candidates should also have experience in information and knowledge management and criminal investigations, particularly in providing forensic support.

Languages:
Proficiency in one of the ICC's working languages, English or French, is mandatory. A working knowledge of the other language is considered a strong asset. Knowledge of additional official languages of the Court, such as Arabic, Chinese, Russian, or Spanish, would also be advantageous.

Additional Notes:
This position is a Short-Term Appointment, which is intended to meet immediate staffing needs. The duration of the assignment is to be determined, but it cannot exceed twelve months, including any extensions. The ICC reserves the right to appoint at a lower grade or modify the job description as necessary.
