In Thailand, HI started working in 1984 and currently implements activities for Burmese refugees along the Thailand-Myanmar border under three thematic areas: Rehabilitation, Disability Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE).   • Armed Violence Reduction (AVR) including Explosive Ordnance/Mine Risk Education,
  • Inclusion of persons with disabilities with Disability Social Inclusion (DSI) and inclusive Early Child Development,
  • Health and Rehabilitation with project covering physical and functional rehabilitation.
The projects are support by the European Union, UNHCR, Ikea Foundation, Foundation de France and the US Government (BPRM). GENERAL MISSION Under the supervision of the Program MEAL Manager, the Country MEAL Officer is responsible for the proper implementation of monitoring, evaluation, accountability and learning (MEAL) and information management systems in Thailand projects. He/she is responsible for supporting the design of monitoring and evaluation tools, the collection and analysis of all data and information to monitor performance and learn from projects in order to ensure continuous improvement. He/she is also the focal point for the implementation of the accountability system in Thailand. MISSIONS / RESPONSIBILITIES 1. Strategy Contributes to the definition of MEAL and Information Management (IM) action plans and implements them in Thailand. · In close collaboration with the Program MEAL Manager and project managers, ensures the implementation of monitoring systems, data collection, information management, evaluation, accountability and knowledge management adapted to the context and allowing compliance with HI standards. · Forwards to the Program MEAL manager any information or challenge that may contribute to the improvement of systems. · Contributes to the performance management of the MEAL department. 2. Expertise Supports project managers in implementing the minimum project management processes described in the PME (Planning, Monitoring & Evaluation) policy and guidelines · Under the supervision of the Program MEAL Manager, trains and supports project managers on the PME practical guide and its application to the program. · Ensure the proper planning and implementation of essential project management processes for each project. Is responsible for setting up systems for monitoring results and complying with methodological standards for conducting surveys · Under the supervision of the Program MEAL Manager, ensures the creation of systematic monitoring plans and regular monitoring of project indicators. · Provides technical support to project managers and trains project teams (including camp-based staff) in monitoring and survey methods. In particular, supports the design of questionnaires and survey protocols. · Contributes, as required and as part of monitoring plans, to specific surveys or monitoring activities through their supervision or direct implementation. Is responsible for setting up the data and information management systems defined at program level for Thailand · Develops databases as required and ensures data recording and processing as part of the implemented activities. · Conducts field visits to ensure correct data collection and provides training when needed. · Contributes to the data analysis and the creation of dashboards for each project. · Ensure access to internal and external information for relevant staff. Is responsible for compliance with HI standards in terms of project evaluation in Thailand · Is responsible for the respect of HI's commitments regarding project evaluation activities including annual self-assessments and follow-up of internal or external evaluations conducted in Thailand. · Ensure that feedback sessions on the results of evaluations are held with beneficiaries, partners and other project stakeholders in Thailand. If needed, conducts by him/herself those sessions. Is responsible for the implementation of the accountability mechanisms in Thailand, as defined with the Program MEAL manager · Contributes to the definition of accountability mechanisms and is responsible for the animation of these mechanisms in Thailand, including in refugee camps. · Provides the Program MEAL manager with regular analyses of the accountability mechanisms in place for continuous improvement of interventions. Contributes to learning and continuous improvement of HI's interventions · Is responsible for setting up processes and methods to collect, analyze and capitalize the acquired knowledge and expertise to optimize them, according to the frameworks defined by the Program MEAL manager · Contributes to the analysis of information collected and knowledge acquired to strengthen collective learning. · Shares the materials, tools related to knowledge and best practices in Thailand to the program and more broadly at the organizational level through the use of HI Library. 3. Influence Contributes to the external representation and promotion of HI's expertise. Represents HI's expertise in MEAL and IM in all relevant networks in Thailand and refugee camps. Qualification Required: Education: Minimum of a Bachelor's Degree economics, development, social sciences or other relevant fields, with Post Graduate training in M&E or Project planning and Management** Experiences:
  • A minimum of 3 years of experience designing and implementing MEAL systems with INGO for internationally funded programs
  • Experience with monitoring and evaluation techniques to assess the quality and effectiveness of program strategies for program learning
Technical Skills & Cross Cutting Skills:
  • Ability to work across various teams with excellent interpersonal skills, with demonstrated ability to build capacities
  • Technical skills including design of evaluation tools, evaluation planning and management, analysis of qualitative data, and results reporting
  • Strong oral and written communication skills, with report writing skills
  • Relevant computer software skills, including at a minimum MS Office and Excel
Language skills: Fluent in English and Thai language. Burmese or Karen languages an asset. Behavioral Skills:
  • Ability to work within a multi-cultural team
  • Ability to work independently and manage a high-volume work flow.
