International Consultant (Data Analyst, Gender in Humanitarian Action)

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security" style="border-bottom: 1px dotted #007bff !important;">security. UN Women in Afghanistan has been providing support to partners in Afghanistan to increase the meaningful participation of women in conflict prevention, conflict resolution and sustainable peacebuilding processes. Under the current country Strategic Note (2018-2022) and in line with UN Partnership for Sustainable Development (2016-2020) and Afghanistan’s National Peace and Development Framework (2017 – 2021), UN Women supports the government to implement its National Action Plan for the implementation of UN Security Council Resolutions on Women, Peace and Security (UNSCR 1325) and to achieve targets of SDG 5 and 16. Under the Gender in Humanitarian Action mandate UN Women contributes to promoting gender informed decision making within the humanitarian system. This includes establishment of the Gender in Humanitarian Action Working Group, and supporting consultant with establishing Multi-purpose Women Centers (MPWCs) in informal settlements and providing technical support to the humanitarian system in advancing gender equality and empowerment of women and girls (GEEWG) for a better response and delivery. UN Women-Afghanistan is announcing this SSA contract of an international data analyst to lead and contribute to strengthening the data driven gender analysis to highlight trends, patterns and concerns of women and other marginalized groups and overall humanitarian system and work closely with the Gender in Humanitarian action team to actively support assessments on identifying gender responsive programming priorities in humanitarian response, including  towards establishment of Multi-purpose Women Centers (MPWCs) in informal settlements.

Duties and Responsibilities

Duties and responsibilities:

• Support and advice on the establishment of Multi-purpose Women Centers (MPWCs) by providing technical guidance throughout the data collection and development of final report including:

• Support finalization and fine-tuning of assessment question(s)
• Support defining and designing the assessment methodology
• Assist identify the data sources required to feed into the assessment
• Conduct data management, quantitative and qualitative data analysis
• Work closely with the consultant in conducting literature review to identify most recently available data and additional technical resources

• Support and coordinate consultation with key stakeholders at national and subnational level to strengthen the gender responsiveness of humanitarian action programming in Afghanistan.
• Raise awareness of gender sensitive assessments and reports on humanitarian action in Afghanistan by different stakeholders.
• Provide training on how to maintain and improve the GiHA WG data repository
• Acquire data from primary or secondary data sources and maintain database
• Work closely with key partners including GIHA co-leads to Identify and analyse gaps, trends and challenges using statistical techniques and provide ongoing reports
• Support the collection and sharing of age and sex disaggregated data by disseminating best practices on gathering sex, age, gender and disability disaggregated data
• Purpose new studies and assessments to humanitarian partners to address the existing gaps based on available gender-informed data.

Deliverables: Develop an inception report with detailed work plan – 5 days   Support and advise the consultant with the establishment of MPWCs: 10  days

• Support the establishment of Multi-purpose Women Centers (MPWCs) by providing technical guidance informed by data and evidence generation

 Provide data analysis and establish data visualisation platform to inform policy decisions in gender in humanitarian actions – 42 days Purpose new studies and assessments to humanitarian partners to address the existing gaps based on

• available gender focused data and evidence.
• Analyze the primary and secondary data, collected to assess the needs of women and girls in informal settlements.
• Support the collection and sharing of age and sex disaggregated data by disseminating best practices on gathering sex, age, gender and disability disaggregated data
• Provide creative ways to present data and evidence available through data visualization tools
• Produce evidence-based data driven analysis to the GiHA Working Group planning and reporting process, informed by gender analysis of the desk review results.
• Develop a list of recommended research/surveys as per the reviewed assessments’ suggestion/ limitations.
• Contribute to ongoing assessment to inform gender responsive humanitarian programming for UN Women, particularly focusing on needs and priorities of women and girls in the informal settlements
• Acquire data from primary or secondary data sources and maintain database
• Work closely with key partners including GIHA co-leads to Identify and analyse gaps, trends and challenges using statistical techniques

Deliver trainings and awareness sessions to GiHA WG co-leads, members and stakeholders – 10 days

• Strengthen capacity on data assessment tools and visualisation of data driven gender assessments, and analysis to inform humanitarian response, of key humanitarian stakeholder.
• Provide training on how to maintain and improve the GiHA WG data repository
• Prepare an end of assignment report – 3 days

Required Skills and Experience

Education and certification:

• Master’s degree or equivalent in humanitarian action, gender issues, social sciences, or other international development related fields is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• At least 5 years progressively responsible experience as data analyst, preferably in the area of gender equality, humanitarian data and information management including in humanitarian settings. Demonstrated ability to synthesize and critically analyze a wide range of material from primary and secondary data sources and to present information in a concise yet thorough form.
• Substantive and technical experience in communicating quantitative findings to non-technical colleagues, particularly using creative visualization IM tools.
• Experience in and understanding of gender equality and women’s empowerment
• Demonstrated understanding of the links between data collection and analysis, and policy and planning
• Experience working with government, donors and civil society organisations internationally and in the field
• A demonstrated ability to work with people to strengthen capacity, including training and facilitation skills
• Good planning, goal setting and prioritization skills including ability to work autonomously
• Experience in conducting humanitarian research/assessments and representing them in creative forms
• Experience of secondary data analysis, literature reviews and conducting key informant interviews
• Familiarity with the humanitarian clusters and the humanitarian programme cycle is an advantage

Experience working in the country including deep understanding of humanitarian context in Afghanistan is highly desirable, though not required Language Requirements: Fluency oral and written in English; speaking knowledge of Dari and Pashto will be an advantage
