Job Description
Over the past 40 years, Medical Care Development International (MCDI) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: water, sanitation, and hygiene; malaria control; maternal, neonatal and child health; tuberculosis; HIV/AIDS; Zika; and other communicable diseases.
MCDI is currently seeking candidates for the Deputy Chief of Party/Senior Technical Advisor for the anticipated, five-year USAID-funded Guatemala Integrating Water, Sanitation and Hygiene Services (IWASH) Project. The Project will work with local municipalities and the private sector to ensure rural Guatemalans have a reliable water service that is chlorinated and adequate for human consumption, improved sanitation facilities, and establish the habit of practicing optimal hygiene behaviors.
The Deputy Chief of Party/Senior Technical Advisor would have the primary responsibility of continually improving the implementation quality of activity interventions. S/he would ensure that the activity adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout the activity implementation period. The position would also lead and oversee activity monitoring, evaluation and learning.
This is a key position on the project team and is contingent upon award to MCDI.
Essential Job Functions:
Support the Chief of Party (COP) in developing and implementing the strategic vision for and coordination of the Project, and in ensuring the quality of processes and results of all Project activities;
Support the COP to facilitate the development of and maintain systems for project operations, including personnel and administrative procedures;
Work in close collaboration with the Project’s Director of Monitoring and Evaluation to ensure the quality of Project activity monitoring, evaluation and learning and knowledge management, along with the documentation of best practices;
Provides technical oversight for Project activities;
Support capacity building provided by the Project to national, regional and local stakeholders, including the Ministry of Water, Sanitation and Hygiene, other national and sub-national stakeholders, as well as community-based organizations;
Support the COP in the preparation of annual work plans and project management plans and reports, quarterly and annual reports, research protocols, case studies and other Project deliverables;
Supervise and mentor Project staff;
When required by the COP, represent the Project at high-level national stakeholder meetings and WASH technical working groups.
Qualifications, Skills and Experience Required:
Advanced degree in business or public administration, WASH, public health, or other related field is desirable;
At least 5-7 years of experience designing and implementing WASH and/or community health and WASH/health systems strengthening Projects;
Demonstrated experience implementing and managing activity monitoring, evaluation and research activities for complex Projects in resource-constrained countries;
Demonstrated experience producing quality English-language communication products such as progress reports, case studies, and research protocols;
Highly computer literate, familiar with Projects for word-processing, spreadsheets, database management, presentations, and electronic communication;
A proven ability to work with government and donor agencies, stakeholders and decision makers;
Experience working with USAID and knowledge of USAID rules and regulations is preferred;
Full professional proficiency in English and Spanish;
Prior experience working in Guatemala is strongly preferred;
Preference will be given to qualified local national candidates.
