UNICEF in the Republic of North Macedonia is devoted to ensuring that child protection mechanisms are in place and functioning well, and that children are protected from a full spectrum of risks and that every child lives in a supportive family environment. In the frame of the ongoing justice sector reforms lead by the Government, UNICEF supports the justice for children system strengthening. A considerable investment in juvenile justice reform was made by the Government and partners over the past decade in the Republic of North Macedonia. Despite the investment made in the relevant institutions for improving their capacities when dealing with children in conflict or in contact with the law, the institutional and technical capacities are still inadequate. The administration of child justice system remains hampered by the insufficient level of specialization and training by professionals. Numerous institutions and professionals (many of whom without proper training) deal with cases of children in conflict or in contact with the law, which additionally hinders their protection. The system should make sure that only professionals who have had specialized training deal with children’s cases. A unified child-centred and trauma informed approach and training is lacking which will including police officers, judges, prosecutors, child protection workers, to address cases of children in the justice processes in a multi-disciplinary fashion. A different angle in the approach to support children in the justice system, which has demonstrated great results in many countries, is the trauma-informed framework. This approach aims to build a feeling of safety, a sense of empowerment and control for the child. It helps professionals understand the impact of trauma experienced by the child who is recipient of the service, to his/her physical, emotional and mental health. The trauma also affects the behavior and readiness of children to engage with the services and the professionals they interact with. Therefore, it can also undermine the future outcomes for the child. It is also important to understand how the service systems can retraumatize the individuals. To this end, UNICEF is commissioning consultancy services to design and deliver multisectoral trauma-informed training to professionals in the justice system. This action is part of the initiative “Just(ice) children – EU for juvenile and child-friendly justice,” principally funded by the European Union. Scope of Work: Deliver multisectoral training to number of professionals in the justice system to introduce the trauma informed concept, focusing on the impact of trauma, that emphasizes physical, psychological, and emotional safety of the child Deliverables: - Design training packages to introduce the trauma informed concept - Organize inter-sectoral training workshops for up to 150 participants from the centres for social work, police, judiciary, and correctional educational facilities - - Produce training report with recommendations for the endorsement of training institutions in the justice and social protection systems To qualify as an advocate for every child you will have…

•  A university degree in one of the following fields is required: social sciences, human rights, or other related discipline. Advanced degree is considered as an asset;
• At least 10 years of experience and expertise in the area of juvenile justice, or justice system reform;
• Previous experience with the trauma informed approach;
• Knowledge of the UN Convention on the Rights of the Child and relevant international standards in the area of social and child protection;
• Previous work experience with UNICEF will be considered as an advantage;
• Excellent command of English language;
• Strong advocacy, facilitation and communication skills;
• Excellent writing skills;
• Prior experience working with the UN system and/or international development agencies is an asset
