Project Summary:
The purpose of AMELA is to provide monitoring, evaluation, and learning
support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.
Position Summary:
The Senior Monitoring Lead will provide technical and managerial guidance to activities under the monitoring component of AMELA, including Third Party Monitoring (TPM). The Lead will
design data collection instruments and prepare data reports for the AMELA team.This is a full-time expat position based in Kabul, Afghanistan.
Responsibilities:
- Develop, implement, and manage USAID portfolio-wide monitoring and verification (M&V) plan, including specific parameters of site visits, asset verification, and data collection
- Implement the M&V plan through overseeing site visits to capture and analyze data
- Train and supervise national staff to complete M&V work at project sites
- Manage co-creations and consultations with Contracting Officer's Representatives (CORs)/ Alternate CORs, On-budget Monitors (OBMs), and Activity Managers
- Coordinate with subcontractors to ensure work processes are implemented
- Develop internal verification process, including continuous or periodic data quality assurance checks
- Prepare report templates and supervise national staff in preparing monthly M&V reports
- Manage the development and maintenance of the AMELA online information platform
- Manage Mission-wide data quality assessments (DQA) of externally reported indicators ahead of annual Performance Plan and Report (PPR)
- Verify deliverables of STTA staff hired to assist with limited-term TPM assignments
- Verify sampling plans and data collection tools
- Analyze monitoring and other performance data across USAID portfolios or specific activities as requested by the Mission
- Develop and/or refine appropriate standardized and custom indicators and development of performance indicator reference sheets for the Mission
- Facilitate sessions with USAID staff, Implementing Partners (IPs), and other relevant stakeholders to review M&V findings
- Discuss opportunities to address monitoring and implementation challenges
- Develop and manage Collaborating, Learning, and Adapting (CLA) activities geared toward building Mission staff understanding of TPM
- Utilize TPM to inform and improve future programming
- Manage field office, site visit data and financial data on a quarterly basis
Qualifications:
- Master's degree in social science, development studies or other relevant field of study, required
- Minimum of seven years of substantive experience with M&E of donor funded projects or other data collection efforts in complex developing country environments
- Experience with third-party monitoring (TPM) experience required
- Strong experience designing and overseeing data collection instruments and analysis
- Experience developing data reports
- Ability to develop and deliver training programs
- Proven leadership and management skills, including accountability for the quality and timeliness of the work
- Demonstrated ability to work with client, partners, host country government officials, and other stakeholders
- Demonstratedoral and written communication skills, including ability to present complex reports to the Client, partners, host country government officials, and other stakeholders
- Ability to manage relationships and interact with government officialsmanaging relationships, interacting with government officials
- Experience in Afghanistan or conflict environment preferred
- Professional written and spoken fluency in English required
