CARE is seeking an experienced and innovative Director, Humanitarian Response who will be responsible for the provision of strategic leadership on humanitarian response and technical guidance to CARE’s ongoing and future emergency and humanitarian interventions. The person in this role will support the development and adaptation of humanitarian response that will better equip and position CARE’s Country Offices COs undertaking quality emergency responses with required speed and scale. A key area of responsibility for the Director, Humanitarian Response will be leading and managing timely identification and facilitation of surge support through CARE’s rapid response team/rosters mechanisms, emergency response/pool funds, and guidance and management of operational aspects of new approaches to effective response and implementation of humanitarian work. They will accomplish this by managing local partnerships modalities, humanitarian nexus, Consortia and alliances with existing and new stakeholders working in the humanitarian field, and in Gender in Emergencies. This position will liaise closely with respective CARE USA units/departments, Regional and Country Offices, CARE International’s Emergency Group (CEG), including the Regional Humanitarian Coordinators (RHCs), CARE International Member Partners, CARE Humanitarian Working Group (HWG) and peer agencies through their representatives and concerned working groups. Therefore, forming and maintaining strong partnerships is very important to this role. The Director, Humanitarian Response will supervise CARE’s nutrition" style="border-bottom: 1px dotted #007bff !important;">Food and Nutrition security" style="border-bottom: 1px dotted #007bff !important;">Security (FNS), Cash and Voucher Assistance (CVA) and Water Sanitation and Hygiene (WASH) team members. They will also deploy, when necessary to the field to lead or support first and/or second wave responder teams. S/he will play a strong role in supporting Country Offices with program quality, QA, and design and fundraising. The position reports directly to the Vice President for Humanitarian Affairs in CARE USA; acts as an active Senior Leadership Team member and works closely in collaboration with other senior humanitarian affairs team members who lead on other key strategic priority areas to ensure proper coordination, synergy and complementarity of roles in the implementation of CARE’s Humanitarian Strategy. They will contribute to strategic and management decision-making on issues including but not limited to overall team objectives, budgeting, planning, fundraising, and human resource. Responsibilities:
  • Strategic leadership on humanitarian response and technical guidance
  • Coordination, engagement, and representation
  • Implementation of CARE Humanitarian Strategies and development/adaptation of new operational modalities/approaches across regions and country offices
  • Staff management, development, and support
  • Deployment to support/lead set-up, scaling up or closing on humanitarian responses
Qualifications:
  • BA/BSc in humanitarian studies or similar fields or relevant practical experience
  • A minimum of 10 years experience in the humanitarian response field in a senior management and leadership position
  • Excellent written and spoken English; good communication skills and convincing presenter; proven forward planning and strategic skills; strong public relations skills and network building; good training and facilitation skills
  • Demonstrated relationship-building skills
